Cabinet Member Decision Notice – 19 April 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 19 APRIL 2021 The Leader of the Council and the Cabinet Member for Corporate Services and Transformation have made the following decision today: 1. THE LEADER OF THE COUNCIL AND THE CABINET MEMBER FOR CORPORATE SERVICES AND TRANSFORMATION ROBOTIC PROCESS AUTOMATION ROLL OUT PROPOSAL DECISION: That the Leader of the Council and the Cabinet Member for Corporate Services and Transformation: 1.Accept the single tender from PricewaterhouseCoopers (PwC) for the provision of Robotics Process Automation Implementation (RPA) for three tranches of work to implement 9 process automations across Housing, Social Care Administration and Technical Admin istration with full knowledge transfer to the Council’s in house team; completed by 31/12/2021 at a total value of £395,000. 2.Accept the single tender from PricewaterhouseCoopers (PwC) for the provision of support and maintenance on a call-off basis for the existing automations between the end of the current RPA project and the commencement of the proposed new tranches of work in this proposal, at a cost of £10,000 per month for up to 12 days support. 3.Approve establishing an in- house RPA Team compri sing of 5 FTE at a total annual cost of £321,800 per annum. 4.Accept the single tender from Agilisys for the provision of ICT infrastructure to the London Borough of Hillingdon for a 1 year period at the value of £36,580 and will run for 12 months from the point of implementation. 5. Accept the single tender from PwC for UiPath RPA annual licence fee to the London Borough of Hillingdon for a 1 year period at the value of £38,400, licenses will run for 12 months from the point each new robot is implemented. REASONS FOR THE DECISION MADE Robotics process automation is a key tool for the Council to improve the efficiency of its back-office processes and increase the speed and accuracy of routine activity. This decision approves an approach of initial investment to create a centre of ex cellence model of in -house Mike Talbot – Director, Corporate Resources and Services Cabinet Member Decision Notice – 19 April 2021 expertise that will be able to service existing robots whilst automating new processes where it makes economic sense to do so. ALTERNATIVES CONSIDERED AND REJECTED An alternative approach would be to continue to purchase specialist expertise on an ongoing basis to undertake this work , however, this approach would be more costly and reduce the benefit attached to future automations as well as reduce the agility of the organisation to drive out the benefits attached to RPA on a more opportunistic basis. FURTHER INFORMATION The report relating to this decision was declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Informati on) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Monday 26 April 2021. This is the formal notice by the Council of the above decisions.
