Executive Decision Notice – 24 September 2021 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision HOUSING REVENUE ACCOUNT WORKS TO STOCK 2021/22 PROGRAMME – FIRE SAFETY WORK -STREAM - GENERAL NEEDS ELECTRICAL FIRE SAFETY UPGRADE 395 DWELLINGS - PHASE 17 TENDER APPROVAL AND CAPITAL RELEASE NO: 24 Reference No. 236 Date of decision 24 September 2021 Call-in expiry date 5pm, on 1 October 2021 Relevant Select Committee(s) Corporate, Finance & Property Services Select Committee Relevant Ward(s) Barnhill, Charville and Yeading Decision made Cabinet Members making the decision Cllr Martin Goddard - Cabinet Member for Finance Cllr Jonathan Bianco - Cabinet Member for Property and Infrastructure DECISION APPROVED That the Cabinet Member for Finance and the Cabinet Member for Property and Infrastructure: 1. accept the tender and approve the award of contract for Phase 17 electrical fire safety upgrades within 395 of the Council’s general needs housing stock to PFL Electrical Services Ltd at a cost of £284,203.15; and 2. agree to the capital release requests of £327k from the Fire Safety Workstream within the Housing Revenue Account Works to Stock Programme 2021/22 capital budget for the installation of Phase 17 electrical fire safety upgrade within 395 of the Council’s general needs housing stock (Appendix A). Reason for decision Recent changes to BS5839-6:2019 now require general needs rented housing properties to have a minimum level of LD2 Fire Detection, which requires interlinked detection devices to be fitted in all kitchens, principal habitable rooms and escape Executive Decision Notice – 24 September 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk routes. Officers have implemented a planned upgrade of electrical consumer units with all general needs housing stock. Alternative options considered and rejected None. Classification Part II – Exempt That this report be declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it.
