Executive Decision Notice – 24 September 2021 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision HOUSING REVENUE ACCOUNT WORKS TO STOCK 2021/22 PROGRAMME – FIRE SAFETY WORK -STREAM - GENERAL NEEDS ELECTRICAL FIRE SAFETY UPGRADE 294 DWELLINGS - PHASE 19 TENDER APPROVAL AND CAPITAL RELEASE NO 33 Reference No. 277 Date of decision 24 September 2021 Call-in expiry date 5pm, on 01 October 2021 Relevant Select Committee(s) Corporate, Finance and Property Select Committee Relevant Ward(s) West Drayton, Yiewsley and Heathrow Villages. Decision made Cabinet Members making the decision Cllr Martin Goddard - Cabinet Member for Finance Cllr Jonathan Bianco - Cabinet Member for Property & Infrastructure DECISION APPROVED That the Cabinet Member for Financ e and the Cabinet Member for Property and Infrastructure: 1. accept the tender and approve the award of contract for Phase 19 electrical fire safety upgrades within 294 of the Council’s general needs housing stock to PFL Electrical Services Ltd at a cost of £212,472.78; and 2. agree to the capital release requests of £ 244k from the Fire Safety Workstream within the Housing Revenue Account Works to Stock Programme 20 21/22 capital budget for the installa tion of Phase 19 electrical fire safety upgrade within 294 of the Council’s general needs housing stock (Appendix A). Reason for decision Recent changes to BS5839 -6:2019 now require general needs rented housing properties to have a minimum level of LD2 Fire Detection, which requires interlinked detection devices to be Executive Decision Notice – 24 September 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk fitted in all kitchens, principal habitable rooms and escape routes. Of the Council’s 10,042 properties, 195 extra care flats have adequate existing detection and 824 sheltered dwellings and the remaining 59 1 high rise dwellings are due to receive fire detection upgrades as part of the Sheltered Scheme Warden Call Upgrade and the High Rise Sprinkler Installation Projects. This leaves 8,432 general needs dwellings throughout the Borough that have inconsistent and mainly non- compliant (battery operated) fire detection. In addition, the Electrical Installation Condition Reports confirmed significant defects on electrical installations and, in order to ensure the electrical installations are in a satisfactory condition to ensure compliance with BS7671, officers have implemented a planned upgrade of electrical consumer units with all general needs housing stock. Alternative options considered and rejected None.
