Executive Decision Notice – 31 January 2023 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Home Care and Outreach Extensions Reference No. 681 Date of decision Tuesday 31 January 2023 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committee(s) Health and Social Care Select Committee Relevant Ward(s) All Wards Decision made Cabinet Members making the decision The Leader of the Council , in conjunction with the Cabinet Member for Health and Social Care. APPROVED That the Leader of the Council, in conjunction with the Cabinet Member for Health and Social Care agreed to extend the current contract with DPS providers (Appendix A of the associated report) for the provision of Home Care and Outreach Services for adults and chi ldren for a three - month period from 26 January 2023 until 30 April 2023 and at the cost of £2,208,977 for the period. Reason for decision Cabinet on 01 September 2022 agreed a new Framework for Home Care and Outreach Support Services for Adults and Children which would work alongside and compleme nt the existing two lead provider contracts that operate in the Borough and ensure that there were good choices of support for those in need of care. Cabinet also agreed to extend the current dynamic purchasing system (DPS) for a temporary period to enable the transition to the new framework. A three- month extension to the current DPS is required to complete the full transfer of services from DPS providers to either Lead or Framework providers. Executive Decision Notice – 31 January 2023 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk The urgency of this decision request is to enable the continued provision of such services to vulnerable residents beyond 26 January 2023 under current arrangements and to mobilise towards the new contractual arrangements being put in place. Alternative options considered and rejected Not to have the three -month contingency in place. This is not recommended as will mean supplier operating on an ad hoc basis, potentially creating a supply issue and remove the governance in place during the mobilisations. This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. The reason for urgency is that the contract extension is necessary to ensure the continuation of care services to residents. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call-in period, was also granted by the Chairman of the Health and Social Care Select Commitee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
