That the Leader of the Council and Cabinet Member for
Children, Families & Education, and on behalf of the
Cabinet Member for Health & Social Care:
1. Approved the single tender award to Hillingdon Mind
for one -year, for the provision of a Mental Health
Early Intervention/ Prevention Programme,
authorising approval of any extension to the
Executive Director of Adult Services and Health, in
consultation with the Leader of the Council and
Cabinet Member for Health and Social Care; and
2. Approved the single tender award to Citizens Advice
Hillingdon for one -year, for the provision of Welfare
Benefits and Debt Advice for People with Mental
Health Needs, authorising approval of any extension
to the Executive Director of Adult Services and
Health, in consultation with the Leader of the Council
and Cabinet Member for Health and Social Care.
Reason for decision 1. Approving Hillingdon Mind and Citizens Advice Hillingdon
for a one -year term w ill provide financial stability, which
will assist with retention of staff. Contract stability will

enable the providers to continue to provide and develop
support groups and services. This will assist in preventing
or delaying the escalation of need that can result in a loss
of independence and increased demand on social care
services.
2. The one- year award will also enable the current
contracted spend with the two organisations to be
considered alongside future arrangements for
commissioning that will succeed the award of core grants
from the 2024/25 financial year. Cabinet agreed in
December 2022 that the core grants programme would
cease from end of the 2023/24
financial year to be
replaced by a programme of longer term commissioned
services based on nee
ds and to provide early
intervention.
3. Mental Health Early Intervention/ Prevention Programme:
The primary purpose of the
contract is to support the
independence of Hillingdon residents living with severe
and
enduring mental illness through time limited
interventions intended to prevent an escalation of need
that can result in increased demand on social care and
other statutory
services. The service provides a social
inclusion programme supporting individuals to benefit
from establishing support networks within their local
community. The service also provides a range of regular
safe “hubs”. The service provision is delivered under two
overarching themes, Recovery and Therapy, which will
provide a range of interventions from one-to-one mental
health assessments, social support groups, information,
psychotherapeutic groups, signposting and active referral
to other services, however the primary focus is placed on
preve
ntative services, early intervention, building
resilience and promoting good mental health and
wellbeing.
4. Welfare Benefits and Debt Advice for People with Mental
Health Needs: Concern about debt is one of those tipping
points that can result in a person living with mental health
needs becoming unwell. The service is intended to
maximise the income of any resident who has a severe
and enduring mental health need who is in contact with
mental health services. The service seeks to maximise
income as well as providing practical assistance in
managing financial obligations.
5. The Mental Health Early Intervention/ Prevention
Programme has seen a significant increase in activity
during the period of the c ontract and for both services

there have been positive outcomes through the contract
monitoring process during this period.
Alternative options
considered and
rejected
Competitive tender - it is not quite the right time for this, as it
would be more beneficial for residents to tender considering the
wider service offer including reviewing the benefit of services
which the core grant provides for and allowing time to ensure
officers have engaged with other partners such as the ICB. This
would enable a future tender for a longer-
term arrangement
which meets the scope of the needs in the Borough.
Discontinue the services - this is not recommended as these
services are a preventative measure for those with mental health
vulnerabilities and provide needed mental health support for the
community.
