ecision made
Cabinet Members making
the decision
Councillor Steve Tuckwell, Leader of the Council
Agreed
T
hat the Leader of the Council:
1) Approves the award of a contract to Savills to
provide specialist environmental consultancy
support in relation to the Heathrow Development
Consent Order process at a total contract value
of up to £315,413.
2) Agrees the release of £315,413 from the Heathrow
Reserve to complete the assessment , noting
Cabinet ratification of this fund in October.
3) Notes the Leader’s long -standing delegation to
“make all necessary decisions in pursuit of the
Council’s policy on Heathrow Expansion...”
4) Delegate changes to the contract to respond to
emerging technical requirements to the Director
for Planning and Sustainable Growth.
Reason for decision The Leader of the Council made the decisions to ensure that
the Council had access to the specialist technical expertise
required to support its involvement in the Heathrow
Development Consent Order process. The appointment
would enable technical evidence to be reviewed and inform
the Council’s representations, including consideration of
appropriate mitigation and safeguards.

Alternative options
considered and rejected
The Leader considered undertaking the DCO work using
existing in-house resources, but this was rejected due to the
level of specialist expertise and capacity required to
undertake the necessary technical scrutiny alongside
existing workloads. Doing nothing was also rejected, as this
would have limited the Council’s ability to review and
respond effectively to the DCO proposals and to seek
appropriate mitigation. External specialist support was
therefore considered the most appropriate option.
