A father has been ordered to pay more than £1,500 after being caught using a stolen Blue Badge in Hillingdon.
Hamid Azzouz, of Garnet Place, West Drayton appeared at Uxbridge Magistrates’ Court on Tuesday 2 June where he was found guilty of misusing a disabled parking badge.
The court heard that on 30 September 2025, while visiting the borough, a fraud investigator observed a grey Mercedes parked on Bentinck Road displaying a Blue Badge that had been reported stolen. The badge had been issued to a five-year-old child by Suffolk County Council.
An investigation by the council’s counter fraud team revealed that the badge holder was not present at the time and had no connection to the car owner. Further enquiries identified Azzouz as the registered keeper of the vehicle, and he later admitted he had been driving that day.
Azzouz denied the offence, claiming he had displayed his son’s badge. However, photographs presented to the court, taken in December 2023 when a penalty charge notice was issued at the same location, showed the stolen badge clearly displayed and proved otherwise.
He was ordered to pay a £574 fine, £750 towards prosecution costs and a £219 victim surcharge.
Daniel Kennedy, Hillingdon Council’s Corporate Director of Residents Services, said: "Blue Badges provide vital support to some of our most vulnerable residents and visitors. Fraudulently using one prevents those with legitimate health conditions and disabilities from parking within easy access to businesses and services they rely on.
"The council will continue to take the toughest action the law allows against those who abuse the system in your borough."
