The London Borough of Hillingdon approved the revised planning application Ref: 11894/APP/2026/746 on 2nd July for the conversion of the rear and upper floors behind Tesco Express, 122–124 High Street, Ruislip. The ground-floor Tesco store remains unchanged.
What has been approved
The scheme allows the developer to:
- Convert the vacant rear and upper floors into six residential flats (Class C3).
- Retain the Tesco Express at ground-floor level (Class E).
- Carry out restoration works to the first‑floor High Street façade and pediment, improving the appearance of this 1930s former Woolworths building.
- Upgrade the alleyway between Tesco and Superdrug
Key conditions of public interest
- The first‑floor façade above Tesco is to be restoration and must be completed before any flats are occupied. “Prior to the first occupation… the external restoration works to the High Street façade at first‑floor level and to the pediment… shall be completed in full.”
- The alleyway between Tesco and Superdrug—currently poorly lit—will be upgraded with new lighting and security measures. “A scheme of external lighting and security measures for the residential entrance and the section of alleyway serving the entrance shall be submitted… and fully implemented prior to occupation.”
- Obscure glazing and privacy screening will be installed to protect neighbouring homes.
- Landscaping, including defensible planting, boundary treatments and lighting, must be delivered before occupation.
- Construction management, dust control and noise mitigation are tightly conditioned.
Why this scheme was approved
The Council noted that:
- The previous appeal concerns (mainly outlook to Flats 1 & 4) have been resolved.
- No upward extension is proposed, avoiding harm to the Ruislip Village Conservation Area.
- The Conservation Officer supports the scheme.
- The development makes effective use of underused floorspace in a sustainable town centre location.
- With Hillingdon currently at 2.5 years housing supply, the delivery of six homes carries positive weight.
