Capital Release Decision Notice – 11 March 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 11 MARCH 2021 The Cabinet Member for Finance and the Cabinet Member for Property and Infrastructure have made the following decision today: 1. THE CABINET MEMBER FOR FINANCE AND THE CABINET MEMBER FOR PROPERTY AND INFRASTRUCTURE CAPITAL RELEASE REPORT (FEBRUARY 2021) DEPARTMENT: Residents Services SERVICE AREA / PROGRAMME: Housing Revenue Account Works to Stock Programme 2021/22: Structural Work-Stream – Structural Works at 7 & 9 Rosslyn Close RELEASE NO: 4 DECISION: FULL APPROVAL That the Cabinet Member for Finance and the Cabinet Member for Property and Infrastructure approved the capital release requests of £ 39k from the Structural Work -Stream within the Housing Revenue Account Works to Stock Programme 20 21/22 capital budget for the funding of works and consultancy support for structural engineering works at 7 & 9 Rosslyn Close. REASONS FOR THE DECISIONS MADE Progressing with the proposed structural underpinning works at 7 & 9 Rosslyn Close ensures further damage to the building structure is prevented and ensures that the Council is carrying out its obligation to maintain its built assets. ALTERNATIVES CONSIDERED AND REJECTED The C abinet Members could have decided to retender t he work . However, this would lead to fur ther delays with no guarantee of achieving a better pr ice on return during which further deterioration may occur to the properties. FURTHER INFORMATION That this report be declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. Perry Scott, Director of Infrastructure, Procurement, Business Improvement, Communications, Waste Services and ICT Pardeep Gedhu, Residents Services Capital Release Decision Notice – 11 March 2021 NOTES FOR OFFICERS ACTIONING CAPITAL RELEASE DECISIONS (APPROVAL / HOLD / MORE INFORMATION / NO DECISION YET): • Approved - Where project approval has been given, these funds will be released by corporate finance in due course. • On Hold - Where funding for projects have been put on hold by the Cabinet Members, then these cannot be progressed at this current time and no capital funds will be released to progress them. You may wish to consult with your relevant Cabinet Member. More information required - Where projects require further information, the Cabinet Members are still yet to make their formal decision – it is therefore effectively in suspension. If you wish your project(s) to proceed then you should provide further details about them to Corporate Finance. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on T hursday 18 March 2021. This is the formal notice by the Council of the above decisions.
