Capital Release Decision Notice – 12 March 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 12 MARCH 2021 The Leader of the Council, the Cabinet Member for Finance and the Cabinet Member for Property and Infrastructure have made the following decision today: 1. THE LEADER OF THE COUNCIL, THE CABINET MEMBER FOR FINANCE AND THE CABINET MEMBER FOR PROPERTY AND INFRASTRUCTURE SCHOOL CONDITIONS PROGRAMME 2020/21 – APPOINTMENT OF WORKS CONT RACTOR AND ASSOCIATED COSTS: ROOFING WORKS AT WHITEHEATH JUNIOR SCHOOL RELEASE NO: 4 DECISION: FULL APPROVAL That the: 1. Leader of the Council and Cabinet Member for Property and Infrastructure approved the appointment of CWG Roofing Ltd at a cost of £161k to carry out roof replacement works and replace the roof lights to the main building at Whiteheath Junior School; and 2. That the Cabinet Member fo r Finance and Cabinet Member for Property and Infrastructure agreed to the capital release request of £174k from the School Conditions Building Programme 2020/21 budget for the roof replacement works and replace the roof lights to the main building at Whiteheath Junior School (Appendix A of the associated report). REASONS FOR THE DECISIONS MADE The roof replacement works to the main school roof and replacement of roof lights at Whiteheath Junior School is part of the School Condition Programme 2019/20 Phase 3. The existing roof was found to have severe roof leaks coming into classrooms and the staff room, and the recommendation is to procced with works to remove the existing flat roof covering and replace with a new roof and replacement of the roof lights. ALTERNATIVES CONSIDERED AND REJECTED The areas identified as requiring repair, upgrade or replacement have the potential to impact on daily operations, resulting in disruption to the school curriculum. Ensuring these works are carried out minimises the risk of any health and safety related issues occurring. FURTHER INFORMATION That this report be declared as exempt from publication as it involves Perry Scott, Director of Infrastructure, Procurement, Business Improvement, Communications, Waste Services and ICT Gary Scrivener, Residents Services Capital Release Decision Notice – 12 March 2021 the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. NOTES FOR OFFICERS ACTIONING CAPITAL RELEASE DECISIONS (APPROVAL / HOLD / MORE INFORMATION / NO DECISION YET): • Approved - Where project approval has been given, these funds will be released by corporate finance in due course. • On Hold - Where funding for projects have been put on hold by the Cabinet Members, then these cannot be progressed at this current time and no capital funds will be released to progress them. You may wish to consult with your relevant Cabinet Member. More information required - Where projects require further information, the Cabinet Members ar e still yet to make their formal decision – it is therefore effectively in suspension. If you wish your project(s) to proceed then you should provide further details about them to Corporate Finance. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Friday 19 March 2021. This is the formal notice by the Council of the above decisions.
