That the Cabinet Member for Finance and the Cabinet
Member for Property, Highways & Transport:
1) Approved the appointment of Clive Graham
Associates Ltd as principal contractor to undertake
toilet refurbishment and accompanied works at
Newnham Junior School at a cost of £281k; and,
2) Agreed to the capital release request of £ 325k from
the 2023-24 School Conditions Building Programme
budget for the funding of toilet refurbishment and
accompanied works at Newnham Junior School.
Reason for decision Age related defects, poor ventilation, water leaks and structural
issues deem toilets throughout Newnham Junior School beyond
their serviceable and maintainable life. Full replacement of
toilets throughout the school as well as addressing structural
and drainage related issues are required to ensure facilities are
fit for purpose and use by the junior pupils and staff.

Alternative options
considered and
rejected
Repairs were considered to prolong the existing life of the toilets,
but these were deemed an expensive short-term fix and defects
are in such quantity that the success of such works would be
unlikely. There is also no alternative than to replace health and
safety issues such as ventilation.
