Executive Decision Notice – 08 June 2023 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Appointment of Contractors for the Special Educational Needs adaptation works at Charville Academy Reference No. 829 Date of decision Thursday 8 June 2023 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Property, Highways and Transport Select Committee Relevant Ward Charville Decision made Cabinet Members making the decision That the Leader of the Council, and on behalf of the Cabinet Member for Property, Highways & Transport , and the Cabinet Member for Finance APPROVED That the Leader of the Council, and on behalf of the Cabinet Member for Property, Highways and Transport, and the Cabinet Member for Finance: 1. Accepted the tender from Borras Construction Ltd for the proposed adaptation works to created Specialist Education Needs provision at Charville Academy at a total cost of £1,027,622; and 2. Agreed to the capital release request of £1,295,245 from the Schools SRP Pro gramme budget for the proposed adaptation works to form Specialist Education Needs provision at Charville Academy. Reason for decision The proposed works outlined in this report will meet the changing need for school places in the Borough, particularly the increasing demand for special needs places which has led to the Dedicated Schools Grant (DSG) deficit. These places are crucial to delivering the Council’s (DSG) deficit recovery safety valve agreement with Department for Education (DfE). T his decision will use unused places within Charville Academy to form an Autism Spectrum Disorder ( ASD) Specialist Resource Provision ( SRP) with 16 places. This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. The reasons for urgency are to provide much needed additional SEN places, with 16 places in the Specialist Resource Provision. As the works need to be completed by October 2023 with the tight timescales on the programme, an accelerated decision is required in order to have the contractor start works during June 2023. This project is part of the DSG SEN deficit valve agreement and in the long term will contribute to lowering the revenue costs spent on SEN places. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chairman of the Property, Highways and Transport Select Commitee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
