Decision Approved
That the Cabinet Member for Finance and the Cabinet
Member for Property, Highways and Transport:
1) Accepted the tender and approve the award of
contract for Phase 1 Electrical Low/ Med Rise
Electrical Laterals upgrades within 28 of the
Council’s general needs housing blocks to PFL
Electrical Services Ltd at a cost of £273,692.00; and
2) Agreed to the capital release requests of £339k from
the Fire Safety Workstream within the Housing
Revenue Account Works to Stock Programme
2023/24 capital budget for the electrical Lateral
upgrades in 28 of the Council’s general needs
housing blocks.
Reason for decision The Council has been successfully implementing a phased
program of electrical fire safety works to the housing stock.
Phase 1: 11 No High-Rise Blocks – electrical distribution system
upgrades. The upgrade and replacement of the rising, laterals
and mai n intakes within 11 High Rise Buildings have been
completed.

Phase 2: The installation of the Fire Rated Consumer Units and
Fire Detection upgrades within all Council Dwellings, are in
progress. This safety works is being undertaken during Kitchen
& Bathroom Upgrades, Adaption's work, Void Property
refurbishments utilising the Electrical Term Contractor and
Tendered Phases of works.
Phase 3: Electrical Fire Safety Upgrade will deal with lateral
power supplies to dwellings and communal Distribution systems
within approx. 436 No. Medium and Low-Rise Blocks within the
Borough.
This paper is for the approval for the first wave of 28 Housing
Blocks identified for Electrical
Upgrades, comprising 183
general needs dwellings. These are within the Barnhill Estate
area in Hayes.
These properties were identified based on results of 5 yearly
Electrical Safety Certificate (EICR)
recommendations and
Chartered Institution of Building Services Engineers (CIBSE)
recommended lifecycle for Electrical Distribution Equipment.
