Executive Decision Notice – 2 November 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision HOUSING REVENUE ACCOUNT WORKS TO STOCK 2022/23 PROGRAMME – FIRE SAFETY WORK -STREAM - GENERAL NEEDS ELECTRICAL FIRE SAFETY UPGRADE AND ASSOCIATED REMEDIAL WORKS – PHASE 2 7 CAPITAL RELEASE NO 28 Reference No. 616 Date of decision 2 November 2022 Call-in expiry date 5pm, Wednesday 9 November 2022 Relevant Select Committee Property, Highways and Transport Select Committee Relevant Wards All Wards Decision made Cabinet Members making the decision Councillor Martin Goddard – Cabinet Member for Finance Councillor Jonathan Bianco – Cabinet Member for Property, Highways and Transport Approved That the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport: 1) A greed to the capital release requests of £371k from the Fire Safety Workstream within the Housing Revenue Account Works to Stock Programme 2022/23 capital budget for the electrical fire safety upgrade installation and associated remedial works in 297 of the Council’s general needs housing stock. 2) Agreed to vary the current contract s with PFL Electrical Services Limited for Phase s 2 1, 22 & 23 Electrical Fire Safety Upgrades within the Council’s general needs housing stock to enable completion of remaining 297 dwellings at a cost of £337,534.56. Reason for decision Since October 2020 the Council has been carrying out Electrical Fire Safety Upgrades to its housing stock in line with its requirements under BS7671, BS5839-6 and Smoke and Carbon Monoxide Alarm (Amendment) Regulations 2022. Executive Decision Notice – 2 November 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk The completion of the unforeseen additional remedial works has resulted in the requirement to seek additional funding and vary the existing contracts in order to complete the remaining 28% of outstanding properties. This will enable the Council to comply with the Smoke and Carbon Monoxide Alarm (Amendment) Regulations 2022, which came into effect from 1st October 2022. Alternative options considered and rejected No other options for carrying out these works were considered.
