Executive Decision Notice – 28 March 2023 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision APPOINTMENT OF CONTRACTORS FOR SPECIAL EDUCATIONAL NEEDS ADAPTATION WORKS AT RUISLIP GARDENS PRIMARY SCHOOL Reference No. 755 Date of decision Tuesday 28 March 2023 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committee(s) Property, Highways and Transport Select Committee Relevant Ward(s) South Ruislip Decision made Cabinet Members making the decision The Leader of the Council, and on behalf of the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport APPROVED That the Leader of the Council, and on behalf of the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport: 1. Accepted the tender from Re-Gen (UK) Construction Ltd as works contractor for the adaptation works forming the Specialist Education Needs provision and the required building condition at Ruislip Gardens Primary School at a total cost of £1,814,552 following a procurement exercise as set out in the Tender Appendix A to the report; 2. Approved the capital release request of £1,546,766 from the 2023/24 Special Education Needs budget for the adaptation works to form the new Spec ialist Education Needs provision at Ruislip Gardens Primary School (Appendix B1); and, 3. Approved the capital release request of £709,461 from the 2023/24 Schools Conditions Building Programme budget for the required Mechanical and Executive Decision Notice – 28 March 2023 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Electrical system works a t Ruislip Gardens Primary School (Appendix B2). Reason for decision The works will meet the changing need for school places in the Borough, particularly the increasing demand for special needs places which has led to the Dedicated Schools Grant (DSG) deficit. These places are crucial to delivering the Council’s (DSG) deficit recovery safety valve agreement with Department for Education (DfE). Alternative options considered and rejected Not progressing with these proposed schemes will put additional pressure on the available specialist education places available. This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. The reason for urgency was to minimize the delay of much needed SEND places in the Borough. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call-in period, was also granted by the Chairman of the Property, Highways and Transport Select Commitee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
