Putting our Residents First This report supports the Council objective of strong financial management. Financial Cost This report seeks the release of £26k from the 2022/23-2026/27 School Conditions Building Programme budget for upgrade of the lightning protection system at Ruislip Gardens Primary School. The works will commence upon the release of the funds and are expected to be complete by October 2022. (Appendix A) Capital Release Report – 26 September 2022 Page 2 (Part 1 Public) Reasons for recommendation An upgrade of the current lightning protection system at Ruislip Gardens Primary school is required to meet BS EN 62305:2011/12 (Level 4) standards. Alternative options considered Not carrying out the works would leave the school vulnerable to a health and safety risk as the current lightning protection system does not meet the required standards. Select Committee comments None at this stage. SUPPORTING INFORMATION Background information In December 2019, approval was received to appoint a contractor to undertake the necessary improvement works to the roofs and damaged concrete lintels, sills and soffits at Ruislip Gardens Primary School; these works were completed in August 2020. Following these roofing works, which included large scale handrail installation, the school had the existing lightning protection system reviewed by lightning conductor engineers and the report received highlights that the current system is now inadequate to meet the required health and safety standards. The lightning protection system in place at the school needs upgrading to meet the current BS EN 62305:2011/12 (Level 4). Proposed works It is proposed to upgrade the current system to a Catherine Parr – Level 4 lightning protection system to ensure it meets BS EN 62305:2011/12. Costs The estimated costs can be found in Table 1. Due to the works being an urgent health and safety issue, it is not required for the school to contribute towards these works on this occasion as it is considered an extension to the original project. Capital Release Report – 26 September 2022 Page 3 (Part 1 Public) Table 1: Cost Plan Description Amount Construction works 21,495 Capital Programme Staff Fees 2,150 Construction Contingency 2,150 Total £25,795 Financial Implications Schools Conditions Building Programme 2022/23- 2026/27 Budget £19,229k of which devolved to schools £14k; Previously Released £2,397k; Capital Release Requested £26k – Appendix A The 2022/23 to 2026/27 five-year revised programme budget for the Schools Conditions Building Programme totals £19,229k. This is funded from Schools Conditions Allocation (SCA) capital grant and agreed school contributions in line with Council policy. The total revised budget includes £14k that is devolved to schools. The report requests the capital release of £26k from the Schools Conditions Building Programme budget for the upgrade to the lightning protection system works at Ruislip Gardens Primary School. The cost plan for the school is based on quotation and includes internal capital programme team fees and contingency at 10% each. The original scheme related to roof works at Ruislip Gardens Primary School had a budget of £1,136k, including a project school’s contribution of £38k. The project completed in September 2021 with an underspend of £160k. There will be no school’s contribution for the upgrade to the lightning protection system scheme as it is deemed an extension to the original Ruislip Gardens Primary School roof works project relating to health and safety issues surrounding the install not in the original contract. Consultation carried out or required Consultation and agreement of works with the school in line with School Contribution Policy. Capital Release Report – 26 September 2022 Page 4 (Part 1 Public) CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance concurs with the financial implications above, noting that the works will be funded from the Schools Conditions Building Programme, financed by School Conditions Allocation capital grant. Legal The Borough Solicitor confirms that the Council is responsible for carrying out this function pursuant to Section 16 of the Education Act 1996, t hus there are no legal impediments to the capital release being authorised, although any contract that is entered into must comply with the Council's Procurement and Contract Standing Orders. Infrastructure / Asset Management This report is authored by Infrastructure / Asset Management. Capital Release Protocol The release of all capital funds, and certain revenue funds, held by the Council is to be made by a formal democratic decision. No expenditure can be placed or committed by officers until this formal approval is given by Democratic Services. Release of funds must be for identified projects only and strictly not for the general release of funds for projects to be identified at a later date. No block releases of capital or funding will be allowed, except if authorised by the Leader of the Council in advance to Corporate Finance. The release of funds will only be made if previous Council, Cabinet or Cabinet Member agreement has been given to the project and only if there is an approved budget. BACKGROUND PAPERS NIL.
