Special Urgency Decision Notice – 23 October 2025 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision SCHOOL CONDITIONS BUILDING PROGRAMME 2025/26 – APPOINTMENT OF MAIN WORKS CONTRACTOR FOR URGENT BOILER PLANT ROOM WORKS AT BOURNE PRIMARY SCHOOL – RELEASE NO 7 Reference No. 1549 Date of decision 23 October 2025 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources & Infrastructure Select Committee Relevant Ward South Ruislip Decision made Cabinet Members making the decision The Leader of the Council , and on behalf of the Cabinet Members for Corporate Services & Property and Finance & Transformation APPROVED That the Leader of the Council, and on behalf of the Cabinet Member for Corporate Services & Property and the Cabinet Member for Finance & Transformation: 1. Agreed to the appointment of G&A Plumbing and Heating Engineers Ltd as main works contractor for urgent boiler and plant room works at Bourne Primary School at a cost of £132,800; and 2. Agreed the capital release request of £204k from the 2025/26 School Conditions Building Programme budget for the urgent boiler and plant room works at Bourne Primary School. Reason for decision This decision was made due to the failure of the school’s central heating and hot water supply systems . A full replacement of boilers, water heaters and associated controls was deemed the most effective solution. Alternative options considered and rejected Repairs were considered but due to equipment issues and part availability, this was deemed not the most effective solution. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Leader of the Council. The reason for urgency is to ensure heating & hot water is re - provided as speedily as possible, with the necessary remedial action before the cold weather. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Corporate Resources & Infrastructure Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
