Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

Decision Approved
That the Leader of the Council, in consultation with the
Cabinet Member for Community & Environment:
1) agree to extend the current contract with DAVID
KEMP PRODUCTIONS for the provision of
PANTOMIME AND OTHER CULTURAL ACTIVITY
to the London Borough of Hillingdon for a TWO -
YEAR period from 4 JANUARY 2026 to 3
JANUARY 2028;
2) Note there is no cost directly associated with this
contract; the provider is paid via
a split in
eventual ticket sales, and a percentage is kept by
the Council after deductions.
Reason for decision The Leader of the Council, in consultation with the Cabinet
Member for Community & Environment, agreed to extend
the contract with David Kemp Productions for the provision
of pantomime and other cultural activity to the London
Borough of Hillingdon for a t wo-year period from 4 January
2026 to 3 January 2028.
This extension of the existing contract ensured the
continuation of pantomime at the Compass Theatre on a
sustainable basis, attracting audiences and revenue while
providing high -quality and valued arts programming to

residents. The Council retained its veto over ticket prices,
ensuring that the pantomime represented good value for
residents and that professional standards of acting and
direction were maintained.
Alternative options
considered and rejected
The Council considered other options, including not having
a pantomime, bringing the service in-house, or re-tendering
the contract, but each was rejected due to concerns about
reduced services, impracticality, financial risks, or lack of
interest from other providers.
