Executive Decision Notice – 28 June 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision SCHOOL CONDITIONS PROGRAMME 2022/23 - APPOINTMENT OF CONTRACTOR AND RELEASE OF ASSOCIATED COSTS: GRANGE PARK INFANT AND JUNIOR SCHOOL – BOILER ROOM, TOILET AND EXTERNAL LIGHTING WORKS (RELEASE NO 4) Reference No. 518 Date of decision Tuesday 28 June 2022 Call-in expiry date 5pm, Tuesday 5 July 2022 Relevant Select Committee Children, Families and Education Select Committee Relevant Ward All Decision made Cabinet Members making the decision Councillor Jonathan Bianco – Cabinet Member for Property, Highways and Transport Councillor Martin Goddard – Cabinet Member for Finance Approved That the Cabinet Member for Finance & Cabinet Member for Property, Highways & Transport and the Cabinet Member for Finance: 1) Approve the appointment of Re -Gen (M&E Services) Ltd as principal contractor at a cost of £396k to undertake the works at Grange Park Infant and Junior School Boiler Room heating system replacement works; 2) Approve the appointment of (Re -Gen M&E Services) Ltd as principle contractor at a cost of £160k to undertake the works at Grange Park Junior School toilets and external lighting refurbishment; and 3) Agree to the capital release request of £673k from the 2022/23 School Conditions Building Programme budget for the funding of the Grange Park Infant and Junior School – Boiler Room heating system Executive Decision Notice – 28 June 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk replacement works , Grange Park Junior toilets and external lighting refurbishment works. (Appendix A) Reason for decision Due to water ingress issues and age-related defects the heating system is nearing the end of its serviceable life. Water ingress has caused corrosion to control and electrical equipment along with an on-going flooding risk, these are considered an on-going hazard if not addressed. Replacement parts for boilers are also becoming obsolete increasing the impact a part failure would have on school operation. Due to the age and deteriorating condition of the Junior school toilets, a full replacement is considered the best solution, ventilation and drainage of all toilets are to be evaluated and augmented to ensure they function as required. Disabled toilets are to be augmented to ensure they meet modern DDA compliance. Due to ongoing health and safety risk s associated with poor lighting, external lighting improvements are required to ensure access routes are sufficiently lit in the winter months. Alternative options considered and rejected Temporary improvement measures have been put in place within the boiler room, with water ingress issues dating back several years. Due to the age of the system and warranty issues any fixes to the current system would be considered short lived and temporary. Not carrying out the works would leave the Junior School with aging toilets which are considered no longer fit for purpose and could be considered a hygiene risk. Leaving the school without sufficient external lighting would leave the risk of health and safety issues on site. Recent school expansion has also increased the traffic through these routes, so the risk of an event is considered higher than in the past. Sustainable solutions such as air source heat pumps were investigated but the costs of the technology and the high electrical consumption deems them not fit for purp ose, a hydrogen ready boiler is available and will be considered in the design process of the boiler room.
