Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

Decision Approved
That the Leader of the Council and the Cabinet Member for
Children, Families and Education accept ed the single
tender from ASEND for the provision of group SEND Tuition
Services to the London Borough of Hillingdon for a one -
year period from 01 September 2024 to the 31 August 2025
and at the maximum expenditure of £384,186, although the
expected spend is £333,486, based on 16 children and
young people attending.
Reason for decision Enabling children and young people to access interim tuition in
a group setting as opposed to individually at home, or in the
community, has two key advantages:
• It will support the transition for children and young people
to return to a school environment at an earlier date with
the educational attainment and the emotional and
socialisation benefits which a school placement brings.
• It will provide at least a £214k saving against the
provision of individual SEND home tuition, which will
maintain efficiencies within the Dedicated Schools Grant
(DSG) budget.

rejected
A full tender process – It was not considered achievable to
mobilise this service in the required amount of time. The 12-
month contract allows the concept to be further developed and
modelled, with benefits and lessons learned understood prior to
a formal tender process commencing in early 2025. This will also

allow for engagement with children, young people and families
to inform the final delivery model.
To take no action – This is not recommended as the Council
would not benefit from the cost saving which forms part of the
DSG Safety Valve programme. This would also result in the
cohort of children and young people not benefitting from social
interaction with peers whilst awaiting a school placement.
