Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:
Title of decision PATHWAYS FOR YOUNG PEOPLE (EXTENSION OF
EXISTING ARRANGEMENTS FOR STAYING CLOSE AND
SUPPORTED ACCOMMODATION PROVISION)

The Leader of the Council and the Cabinet Member for
Children, Families & Education agreed to extend current
arrangements for Staying Close and Supported
Accommodation services to allow for a full tender
exercise and mobilisation to award new contracts
aligned with the Looked After Children’s
accommodation pathway from the age of 16 to
independence as set out below:
1. For Staying Close services, agree an extension
of services to:
a) Emlea Property Services from 01 January
2026 to 31 March 2026 at a cost of £150,019 for
the support element funded from existing
grant.
b) To extend further from 01 April 2026 to 30
September 2026 which will be dependent on
grant funding available and new burden
funding. Forecasted spend is £146,685 based
on support for 22 young people.

c) For the provision of psychological, emotional
and therapeutic support, training for care and
support teams and direct support for care
experienced young people from MAPS service
- Central and North West London NHS
Foundation Trust (CNWL) from 20 January
2026 to 31 March 2026 at a cost of £24,025
funded from existing grant.
d) To extend further from 01 April 2026 to 30
September 2026 which will be dependent on
grant funding secured. Forecasted spend is
£63,714.
e) Project Staff from 01 January 2026 to 31
March 2026 at a cost of £33,750 funded from
existing grant.
2. For Block Supported Accommodation (formerly
called Semi Independent Living), agree contract
extensions for 6 months for continued support
services to:
a) YMCA St Paul’s Group (YMCA) for the
provision for Young People’s Semi -
Independent Living support services from
01 April 2026 until 30 September 2026 at the
value of £240,115 which includes the
support services and forecasts the rents.
b) People Potential Possibilities (P3) for
provision for Young People’s Semi -
Independent Living support services from
01 April 2026 until 30 September 2026 at the
value of £599,142 which includes the
support services and forecasts the rents.
Reason for decision The decisions made ensure continuity of services for care
leavers while new longer -term contracts were developed
through the forthcoming Commissioning Alliance framework
due to go live in April 2026. The extension ensured that
sufficient accommodation and support remained in place for
an increasing number of young people reaching the age of
18 and allowed Children’s Services and Housing Services
to continue joint work on developing longer -term housing
pathways. The decision also ensured the Council remained
compliant with its statutory duties to provide appropriate
accommodation and support for looked after children and
care leavers.
