Approved
That the Leader of the Council and the Cabinet Member for
Children, Families and Education:
1) A ccepted the single tender from Asend for the
provision of grouped SEND Tuition Services to the
London Borough of Hillingdon for a one -year period
from 1 March 2023 to the 29 Feb 2024 and at the
maximum expenditure of £333,486;
2) A greed that the Executive Director of Education and
SEND, in consultation with the Leader of the Council
and Cabinet Member for Children, Families and
Education, may extend the contract until completion
of the academic year (July 2024) at a maximum value
of £150,000, subject to performance; and
3) A greed the ongoing use of 1:1 tuition through spot
provision where the grouped service is at capacity or
deemed not suitable for a particular child or young
person.
Reason for decision The transition to interim tuition in a group setting as opposed to
in the home, where possible, had two advantages:

• It would support children and young people to return to a
school environment at an earlier date, with the
educational attainment, and the emotional and
socialisation benefits which a school placement brings.
• It would provide a £199k saving against the provision of
SEND tuition, which will improve efficiencies within the
Dedicated Schools Grant (DSG) budget.
Alternative options
considered and
rejected
A full tender process – This was not considered achievable to
mobilise the services in the required amount of time. The 12-
month term allows the concept to be piloted, benefits and
lessons learned understood prior to a formal tender process
commencing at the end of 2023.
To take no action – This was not recommended as the Council
would not benefit from the cost saving which forms part of the
DSG Safety Valve programme. This would also result in the
cohort of children and young people not benefitting from social
interaction with peers whilst awaiting a school placement.
