That the Deputy Leader of the Council / Cabinet Member for
Property, Highways and Transport (on behalf of the Leader
of the Council) and Cabinet Me mber for Residents’
Services:
1) Accepted the single tender from Capita Customer
Management Ltd for the provision of interim Building
Control service support to the London Borough of
Hillingdon for an initial three -month period from 1
September 2023 to 30 November 2023 at an estimated
cost of up to £123,290; and
2) Delegated authority to the Corporate Director of
Central Services, in consultation with the Cabinet
Member for Residents’ Services, to make any further
necessary decisions with regard to the contract’s
implementation and/or extension.
Reason for decision Immediate support is required to ensure service continuity.
Capita Customer Management Ltd (‘Capita’) already operates in
the Local Government Building Control market and is able to

provide appropriately qualified resources, addressing the
service’s capacity pressures on a short-term basis.
Alternative options
considered and
rejected
To undertake a competitive tendering exercise rather than a
direct award. This was not considered a viable option due to the
length of time
required to undertake a competitive tendering
exercise and the needs of the service being immediate.
To reduce the service offering in line with current capacity. This
was not considered a viable option as this greatly reduces the
available service to res idents and limits the service’s ability to
generate income.

That this report be declared as exempt from publication as
it involves the disclosure of information in accordance with
Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A)
to the Local Government Act 1972 (as amended), in that the

authority holding that information) and that the public
interest in withholding the information outweighs the public
interest in disclosing it.
