Notice is hereby given that the following decision(s) have been made today by

Decision Approved
That the Leader of the Council and Cabinet Member for
Residents’ Services:
1. Accepted the tender from Metis Consultants Ltd. for
the provision of a Flood Risk Management Support
and Planning Application Review Service to the
London Borough of Hillingdon for a 3 -year period
from 02 September 2024 to 01 September 2027 and at
the value of £301,056; and
2. Furthermore, agreed that this includes the provision
to extend the contract for a 2- year period (5 years in
total), subject to satisfactory performance and
authorises any approval of this by the Corporate
Director of Central Services, in consultation with the
Cabinet Member for Residents’ Services
Reason for decision The current contract arrangement with Metis Consultants Ltd is
due to expire at the end of August 2024. The Council has
undertaken a competitive tender exercise to ensure compliance
with the Council’s Standing Orders and the recommendation to
appoint Metis Consultants Ltd demonstrates value for money.
Alternative options
considered and
rejected
To continue to appoint Metis Consultants Ltd to short -term
contracts through the London Borough of Ealing Framework
Agreement, alongside undertaking further permanent
recruitment activities. This was not considered a suitable option
as the Council is not able to demonstrate value for money and

recruitment efforts over the last two years have been
unsuccessful due to the competitive market and lack of qualified
resources in the industry.
To reduce the service offering in line with current capacity, with
the Head of Environmental Specialists managing key areas of
risk. This was not considered a viable option as this greatly
reduces the available service to residents, limits the service’s
ability to meet statutory obligations and limits the service’s ability
to secure external funding and progress flood alleviation
schemes.
