Financial Cost This report seeks the release of £ 26k for the Phase 1 Flood Risk Management Measures at Wallington Close (Cannon Brook), Ruislip. The works will commence upon release of the funds and due for completion July 2023. Resolving this issue will ensure residents can continue to live safely and park and Lido users can use the facilities. Alternative options considered Not to progress with the works will lead to a recurrence of the issue of flooding which occurs every year resulting in on-going residents’ claims against the Council. Select Committee comments None at this stage. SUPPORTING INFORMATION Background The Cannon Brook (the Brook) is a tributary of the river Pinn, that flows through Ruislip Lido and joins the river Pinn north of the Ruislip Public Golf Course, near Old Priory Road. The Brook has experienced significant flooding issues over the past years, which have been attributed to erosion and sedimentation issues within the channel. The worst flooding has been experienced between Howlett’s Lane and the footbridge that gives access from Wallington Close to St Catherine’s Farm Court (Wallington Close Footbridge / the Footbridge), particularly residential properties 50-68 Wallington Close, Ruislip. Flooding along the Cannon Brook has been an ongoing issue that has progressively worsened over recent years. Hillingdon Council have been informed of localised flooding at residential properties 50-68 Wallington Close and siltation / sedimentation issues in the Brook particularly around the Wallington Close Footbridge, which is understood that was constructed during the mid-late 1970s. During 2017, river improvement works were undertaken along the Cannon Brook to address the flooding issues. However, I nformation from the affected residents suggests that these improvement works have not solved the flooding issue and that flooding may be due to the Wallington Close Footbridge restricting flows. Capital Release Report Page 3 Part 1 Public Erosion protection works have also proved unsuccessful with the undermining and partial collapse of the bank improvement works resulting in a safety hazard and making it difficult for regular maintenance works to be carried out. Flooding Area The exact area of works will be determined once the design is complete. Phase 1 Proposal Phase One urgent works were completed winter 2022/23 to enhance the existing water course and to remove obstacles to the water flow, in advance of the Phase Two long term solution works. Initial design works and surveys are to take place this Spring 2023 to bring the scheme to tender to be funded from Grant Funding received from the Environmental Agency. Phase 2 Proposal Capital Release Report Page 4 Part 1 Public Phase Two works will commence in Summer 2023 in drier seasons to undertake work to slow down the flow of rainwater across the area by altering the brook bed level to help improve the flow capacity. This work will also create a swale or attenuation ponds in the adjacent park to hold back flood water. The works are to take place upstream of Wallington Close in the park between Howlett's Lane and Bury Street. It is expected for the costs for the design fees would be in the region of £49k with an overall scheme Budget of £150k. Financial Implications Flood Alleviation Bessingby Park 202 1/27 Budget £2 83k; Previously Released £184 k; Capital Release Requested £26k - Appendix A Including prior years, the General Fund capital programme revised budget contains a budget of £283k for flood alleviation measures at Bessingby Park, financed by Council resources. Previously £184k has been released from the Bessingby Park Flood Alleviation budget with £99k remaining following completion of works. It is proposed to vire and release £26k from this budget towards Phase 1 of flood alleviation works at Cannon Brook , Wallington Close, Ruislip of which £23k is able to be financed from Environment Agency grant. Capital Release Report Page 5 Part 1 Public The cost plan is based on quotes and includes investigative surveys, enabling works, external fees, internal capital programme fees and contingency . Approvals will be via Expenditure Approval Forms (EAF). A cost estimate for phase two will be prepared once p hase one surveys and enabling work is complete and subsequent capital release is sought. Phase two is planned to be carried out early in 2023/24 and may require to be funded from the remaining under spend on existing flood alleviation projects including Bessingby Park, unless additional Environment Agency grant funding can be obtained. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon residents, service users and communities? Without the issue of flooding being properly addressed, residents will continue to experience flooding and park and Lido users will not be able to access and use park facilities. Consultation carried out or required None at this time. CORPORATE CONSIDERATIONS Corporate Finance Corporate finance concurs with the financial implications above, noting that the initial surveys and enabling works at Cannon Brook can be largely funded from Environment Agency grant. Legal The Borough Solicitor confirms that the Council is responsible for carrying out this function pursuant to Section 19 of the Local Government (Miscellaneous Provisions) Act 1976. Thus there are no legal impediments to the capital release being authorised, although any contract that is entered into must comply with the Council's Procurement and Contract Standing Orders. Infrastructure / Asset Management This report was authored by the Capital Programme Works Service. Capital Release Protocol The release of all capital funds, and certain revenue funds, held by the Council is to be made by a formal democratic decision. No expenditure can be placed or committed by officers until this formal approval is given by Democratic Services. Release of funds must be for identified projects Capital Release Report Page 6 Part 1 Public only and strictly not for the general release of funds for projects to be identified at a later date. No block releases of capital or funding will be allowed, except if authorised by the Leader of the Council in advance to Corporate Finance. The release of funds will only be made if previous Council, Cabinet or Cabinet Member agreement has been given to the project and only if there is an approved budget.
