Financial Cost This report seeks the release of £40k of capital funding for Phase
1 of the 20 23/2024 Road Safety Programme. All schemes have
been approved by the Cabinet Member for Property, Highways
and Transport.
The Project Manager is Steve Austin and the works will be
completed by March 2024.

RECOMMENATION
That the Cabinet Member for Finance and the Cabinet Member for Property, Highways and
Transport agree to the following capital release request of £40k for the Illuminated Belisha
Beacon poles programme within the Road Safety 2023/24 Programme capital budget
(Appendix A).
Reasons for recommendation
This is to enable the release of capital resources in order to progress the project and capital
programme that was agreed by the Council and are included within the Council’s 2023 /2024
Capital Programme Budget.

SUPPORTING INFORMATION
1. Carriageway and Footway improvements (£40k)
The schemes included in Appendix A will improve safety and access for all road users.
1.1. Illuminated Belisha Beacon poles programme - £40k
This is a programme for improving the visibility of existing zebra crossings by upgrading the
belisha beacon posts. Some can be internally illuminated (only lighting up at night) but in a very
small number of cases, the full option is not possible. Part of the logic to this programme is to help
offset the gradual reduction in School Crossing Patrols across the Borough.
It is proposed to bring forward the upgrades in a phased approach , the locations proposed for
upgrades in the 2023/24 financial year are summarised in the table below. Phase One will deliver
a total of 12 new illuminated belisha beacon poles and four upgraded poles with reflective tape
where illuminated poles cannot be provided.

In terms of funding, TfL has indicated support to fund or part fund appropriate measures at various
sites, the TfL funding has been released in a separate capital release report.

The costs quoted are for the works. There are no other associated costs.
The relevant approval for capital release is set out in Appendix A and includes the dates when
the Cabinet Member for Property, Highways and Transport approved the individual schemes.
All budget estimates have been calculated using the schedule of rates contained in the Council’s
term contracts.

Financial Implications
Budget £268k, Previously Released/ Pending Release £ 148k, Capital Release Requested
£40k – Appendix A
The 2023/24 capital programme approved by Cabinet and Council in February 2023 included a
capital budget for the road safety programme of £ 120k. In June 2023, Cabinet approved the
rephasing of £148k from 2022/23 into 2023/24, this gives a revised budget for 2023/24 of £268k,
funded from Council resources.
Previously, £148k has been released for Road Safety Schemes at Cherry Lane, Glencoe Road/
Broadmead Road, Vine Lane, along with the purchase of Vehicle Activated Signs and Zebra
Crossing Illumination.
This report is seeking the release of £40k for the Road Safety S cheme described above, which
has been approved by the Cabinet Member for Property, Highways and Transport.
The release request is based upon the schedule rates within the Council’s Highways Term
Contract and includes internal costs of £5k.
Transport for London Funding of £115k for School Engineering Schemes has been approved for
release by Cabinet Members on 09 June 2023 with the decision coming into effect from 16 June
2023, the scheme described above compliments these School Engineering Schemes.
The remaining £80k of the Road Safety 2023/24 Programme capital budget is subject to formal
allocation to projects and the capital release procedure.
Corporate Property and Construction
There are no property implications resulting from the recommendation set out in this report.
Corporate Finance Comments
Corporate Finance has reviewed this report and concurs with the financial implications, confirming
the budgetary position set out above and noting that this investment in road safety is to be funded
from the approved Road Safety 2023/24 Programme capital budget, financed from Council
Resources.
Legal Comments
Legal Services confirm that the Council is responsible for carrying out this function pursuant to
section 97 of the Highways Act 1980 and section 23 of the Road Traffic Regulation Act 1984.
Thus, there are no legal impediments to the capital release being authorised, although any
contract that is entered into must comply with the Council's Procurement and Contract Standing
Orders.
Capital Release Protocol
The release of all capital funds, and certain revenue funds, held by the Council is to be made by
a formal democratic decision. No expenditure can be placed or committed by officers until this
formal approval is given by Democratic Services. Release of funds must be for identified projects
only and strictly not for the general release of funds for projects to be identified at a later date. No
block releases of capital or funding will be allowed, except if authorised by the Leader of the
Council in advance to Corporate Finance. The release of funds will only be made if previous
Council, Cabinet or Cabinet Member agreement has been given to the project and only if there is
an approved budget.
