Attached is a report requesting that a decision be made by you as an individual Cabinet
Member. Democratic Services confirm that this is not a key decision, as such, the Local
Authorities (Executive Arrangements) (Meetings and Access to Information) (England)
Regulations 2012 notice period does not apply.
You should take a decision on or after Monday 16 October 2023 in order to meet
Constitutional requirements about publication of decisions that are to be made. You may

Financial Cost This report seeks the release of £80k of capital funding for
Phase 2 of the 2023/2 024 R oad Safety Programme. All
schemes have been approved by the Cabinet Member for
Property, Highways and Transport.

RECOMMENDATION
That the Cabinet Member for Finance and the Cabinet Member for Property, Highways
and Transport agree to the following capital release request of £80k for the installation
of the traffic calming scheme in Sipson Lane, Cranford Lane and High Street, Harlington
within the Road Safety 2023/24 Programme capital budget (Appendix A to this report).
Reasons for recommendation
This is to enable the release of capital resources included within the Council’s 2023/2024
Capital Programme Budget in order to progress the traffic calming scheme approved by the
Cabinet Member for Property, Highways and Transport.

SUPPORTING INFORMATION
1. Carriageway and Footway improvements (£80k)
The schemes included in Appendix A will improve safety and access for all road users.
1.1. Sipson Lane / Cranford Lane / High Street, Harlington - £80k
Install three raised tables, two sets of two speed cushions, two sets of three speed cushions
and change of the speed limit in part of Cranford Lane to help reduce vehicle speeds and reduce
the accident risk.
Following a petition and investigation, a proposal was developed to install three raised tables,
two sets of two speed cushions, two sets of three speed cushions and change of the speed
limit in part of Cranford Lane. These roads are used by children attending William Byrd Primary
School and the local shops. It also has the support of the local Ward Councillors.

The costs quoted are for the works. There are no other associated costs.
The relevant approval for capital release is set out in Appendix A and includes the dates when
the Cabinet Member for Property, Highways and Transport democratically approved the
individual schemes.
All budget estimates have been calculated using the schedule of rates contained in the
Council’s term contracts.
Financial Implications
Budget £268k, Previously Released/Pending Release £188k, Capital Release Requested
£80k – Appendix A
The 2023/24 capital programme approved by Cabinet and Council in February 2023 included
a capital budget for the road safety programme of £120k. In June 2023, Cabinet approved the
rephasing of £148k from 2022/23 into 2023/24; this gives a revised budget for 2023/24 of £268k,
funded from Council resources.

Previously, £188k has been released for Road Safety Schemes at Cherry Lane, Glencoe Road
/ Broadmead Road, Vine Lane, along with the purchase of Vehicle Activated Signs and Zebra
Crossing Illumination and upgrades to zebra crossings.
This report is seeking the release of £80k for the Road Safety Scheme described above, which
has been approved by the Cabinet Member for Property, Highways and Transport.
The release request is based upon the schedule rates within the Council’s Highways Term
Contract and includes internal costs of £10k.
RESIDENT BENEFIT & CONSULTATION
The benefit or impact upon Hillingdon residents, service users and communities
This will improve road safety for all road users and pedestrians.
Consultation carried out or required
The scheme has been taken through a 21-day statutory consultation and objections were
received. These have been considered and the Cabinet Member for Property , Highways and
Transport made the decision to proceed with the scheme on 31 August 2023.
CORPORATE CONSIDERATIONS
Corporate Property and Construction
There are no property implications resulting from the recommendation set out in this report.
Corporate Finance Comments
Corporate Finance has reviewed this report and concurs with the financial implications,
confirming the budgetary position set out above and noting that this investment in road safety
is to be f unded from the approved Road Safety 2023/24 Programme capital budget, financed
from Council Resources.
Legal Comments
The Council has powers to construct road humps under Section 90A of the Highways Act 1980
in a highway maintainable at public expense for which it is the highway authority. Such
construction must be in accordance with the Highways (Road Humps ) Regulations 1999,
Section 90C of the Highways Act 1980 and, for works in London, Section 90CA of the Highways
Act 1980.
Section 90G of the Highways Act 1980 also empowers the Council to construct traffic calming
works in a highway maintainable at public expense for which it is the highway authority. Such
works must be in accordance with the Highways (Traffic Calming) Regulations 1999 and, for
works in London, Section 90GA of the Highways Act 1980.
Provided that the works recommended comply with the above- cited rules and regulations,
including the statutory consultation requirements contained therein, there are no legal
impediments to authorising the capital release sought by this report. Any contract that is
entered into, or existing term contract used, as part of the works programme must comply with
the Council’s Procurement and Contract Standing Orders.

Capital Release Protocol
The release of all capital funds, and certain revenue funds, held by the Council is to be made
by a formal democratic decision. No expenditure can be placed or committed by officers until
this formal approval is given by Democratic Services. Release of funds must be for identified
projects only and strictly not for the general release of funds for projects to be identified at a
later date. No block releases of capital or funding will be allowed, except if authorised by the
Leader of the Council in advance to Corporate Finance. The release of funds will only be made
if previous Council, Cabinet or Cabinet Member agreement has been given to the project and
only if there is an approved budget.
