HEADLINES Summary To inform the Cabinet Member of the outcome of the informal consultation on a proposed parking controls in Cedars Drive, Uxbridge. Putting our Residents First This report supports our ambition for residents/ the Council of: Be/ feel safe from harm This report supports our commitments to residents of: A Green and Sustainable Borough Financial Cost The estimated cost associated with the recommendations in this report is estimated to be £2,500 which can be met within existing revenue budgets for the Transportation Service. However, officers will approach Transport for London to agree funding for this scheme through the 2023/24 LIP allocation. Relevant Select Committee Property, Highways and Transport Select Committee. RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1) Notes the responses received to the informal consultation on possible parking controls in Cedars Drive, Uxbridge; 2) Instructs officers to arrange for statutory consultation to be carried out on a detailed scheme design with residents in Cedars Drive, between its junction with Vine Lane and Buckingham Grove, for a proposed extension t o the Hillingdon Hill Parking Management Scheme Zone HN1, based on the responses received to the formal consultation and discussions with local Ward Councillors; Cabinet Member Report – 27 July 2023 Page 2 Part I – Public 3) Instructs officers to investigate possible double yellow lines in Attle Close, Bishops Close and Mills Close; and 4) Instructs officers to take no further action in roads where the majority of residents indicated they would prefer no changes to be made to the current parking arrangements. Reasons for recommendations The recommendations reflect the responses received to the informal consultation with residents included in the plan attached as Appendix A, and discussions with local Ward Councillors. Alternative options considered/ risk management The consultation with residents offered the options of a single yellow line outside Nos. 1- 43 Cedars Drive, or an extension to the Hillingdon Hill Parking Management Scheme, or for no changes to be made to the current parking arrangements. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. A petition was submitted to the Council signed by 33 residents of Cedars Drive, Uxbridge requesting single yellow lines along the road. The petition advised that contractors, customers visiting local businesses/ venues and even holidaymakers utilise the road for free parking which, due to the narrow width of the road, creates obstructions and parking issues for residents. Following a Petition Hearing with the Cabinet Member for Property, Highways and Transport, officers were instructed to add the request for possible limited time waiting restrictions to the Council’s parking scheme programme. During the petition hearing, it was noted that although residents petitioned for a single yellow line with the suggested operational times of ‘Monday to Friday 11am to 1pm’ outside Nos. 1 to 43 Cedars Drive, they would in fact prefer to be included in the nearby Zone HN1 Parking Management Scheme. 2. A s noted in the petition report , and mentioned at the Petition Hearing, numerous consultations have t aken place in Cedars Drive to see whether the majority of residents would support parking controls. These have been the result of petitions or requests from residents to join the Hillingdon Hill Parkin g Management Scheme Zone HN1. Informal consultations took place in 2009, 2013 as well as 2018 where the scheme was progressed to statutory consultation. Due to a lack of sufficient support from residents no changes have been made to the parking arrangements. However, Ward Councillors supported the petition and lead petitioner’s request to be included in the Zone HN1 parking scheme , and felt that, unlike with previous consultations, there is more of a consensus among residents as evident by the number of residents who signed the petition, which it is felt will be more likely to lead to a successful outcome. 3. It is the Council’s usual practice when consulting on possible parking restrictions to seek the advice of local Ward Councillors to see if they would be supportive of including nearby roads within the same informal consultation. It is often advisable to consult residents in close proximity, who may be impacted by any changes to the parking situation or even utilise the Cabinet Member Report – 27 July 2023 Page 3 Part I – Public road for parking. It was therefore agreed with local W ard Councillors that residents in the area as seen on the plan attached as Appendix A be included in the informal consultation. 4. Households were sent a letter, questionnaire, information leaflet, plan of the area being informally consulted and pre-paid envelope. The questionnaire offered residents the chance to indicate whether they would support a single yellow line outside Nos. 1- 43 Cedars Drive operational ‘Monday to Friday 9am to 5pm’ as suggested in the petition, or support being included in the nearby Hillingdon Hill Parking Management Scheme which operates ‘Monday to Friday 9am to 5pm’. Alternatively, residents could also indicate whether they would prefer no changes to the current parking arrangements. Officers tried to make clear in the letter that parking controls could only be implemented on adopted highway and the Council’s Parking Enforcement Team cannot take enforcement action on private land. This is particularly in reference to Buckingham Grove and the southern end of Cedars Drive where a lot of the parking availability is Housing Tenancy land or private land. 5. Responses received to the consultation can be seen in the table attached to this report as Appendix B. There was a total of 67 responses out of 144 consultation packs delivered, representing a response rate of 47%. 6. Overall, 29 residents indicated support for an extension to the Hillingdon Hill Parking Management Scheme . Eleven residents indicated support for a single yellow line to be introduced and 27 indicated that they would prefer no changes to the current parking arrangements. 7. The majority of residents who indicated support for parking controls reside in Cedars Drive between Nos. 1 to 43, most of whom advised they would prefer an extension to the Hillingdon Hill parking scheme. Residents advised that a parking scheme would improve road safety and help to prevent obstructive parking. A residents’ permit parking scheme would also help avoid all-day non-residential parking from commuters. 8. Residents who indicated support for a single yellow line instead advised that, in their opinion, it would improve road safety and unlike a parking scheme, a single yellow line for one hour a day would have minimal impact on residents and mean there is no cost to households who need to park on-street. 9. On the contrary, some residents were concerned that the area would have too many parking restrictions and impact res idents in surrounding roads . In addition, some advised that additional parking controls would have a negative effect on nearby local events such as at the sports ground where there is a lack of parking; the majority of residents in Cedars Drive have access to off street parking and therefore some residents did not feel that non- residential parking was a problem. 10. Residents in Buckingham Grove were mostly unsupportive of any changes to the current parking arrangements. Although only 25% of households responded, 4 out of 8 responses indicated a preference for no changes. One resident asked for the parking in Buckingham Grove to be reviewed, however a lot of the parking areas here are private or under Housing Land and therefore could not be included in a scheme. 11. Households which took the opportunity to response in Attle Close, Bishops Close and Mills Close were generally unsupportive of park ing restrictions. Residents advised they do not believe there are any parking issues which require parking controls, and it would encourage displacement of obstructive parking. Cabinet Member Report – 27 July 2023 Page 4 Part I – Public 12. All of the results received to the informal consultation have been shared wit h local Ward Councillors. Officers also shared all of the comments received with local Ward Councillors as well as a detailed plan of the results on a house- by-house basis. This enabled Ward Councillors and the Cabinet Member to carefully analyse all the responses received to the consultation. After consideration of the result s, Ward Councillors advised that in principle, they would support extending the Hillingdon Hill Parking Management Scheme to the section of Cedars Drive between its junctions with Vine Lane and Buckingham Grove. This would include reviewing possible double yellow lines in Attle Close, Bishops Close and Mills Close to prevent displacement of parking becoming a problem. 13. In conclusion, following discussions with local Ward Councillors , it is recommended that officers organise for statutory consultation to be carried out with residents of Cedars Drive, between Vine Lane and Buckingham Grove , on a detailed scheme design for a possible extension to the Hillingdon Hill Parking Management Scheme Zone HN1, and takes no further action in the rest of the roads consulted where residents indicated they would prefer no changes to the current parking arrangements. 14. The intention is to approach Transport for London and fully fund the scheme through the 2023/24 Transport for London Grant Local Implementation Plan allocation of £120k for various Parking Management Schemes. Financial Implications The estimated cost to consult on the recommended extension to the Zone HN1 Parking Management Scheme into part of Cedars Drive is £2.5k. The implementation of the scheme will be funded from the Parking Revenue Account (PRA). Officers are currently liaising with Transport for London on requesting a variation to the approved Parking Management Scheme funding plan to enable funding for the above detailed scheme. If Transport for London agree with the change to the original approved plan, then this scheme will be funded from Transport for London 2023/24 Local Implementation Plan allocation, which will reduce the call on the Parking Revenue Account. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities To change the parking arrangements in Cedars Drive, Uxbridge based on the parking issues reported, and discussions with local Ward Councillors. Consultation carried out or required Residents in the area as seen on the plan attached as Appendix A were informally consulted to see if they would support parking controls in Cedars Drive, Uxbridge. If the recommendations to this report are approved, then officers will organise for statutory consultation to be carried out with residents in cedars Drive between Vine Lane and Buckingham Grove on a detailed scheme design. Cabinet Member Report – 27 July 2023 Page 5 Part I – Public CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the report and concurs with the financial implications set out above noting that the proposed costs associated with the required works are to initially be funded from the Parking Revenue Account, with the view to apply for a variation to the approved Transport for London 2023/24 Grant Parking Management Scheme plan to enable the funding to be met from the Transport for London 2023/24 Grant and reduce the call on the Parking Revenue Account. Legal Legal Services confirms that there are no legal impediments to the Council commencing the statutory consultation process. Infrastructure/ Asset Management None at this stage.
