Putting our Residents First This report supports the Council objective of Our People. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost The estimated cost associated with the recommendations to this report is £2,000 and will be managed within existing revenue budgets for the Transportation Service. Notes the responses received to the informal consultation on a possible extension to the Hayes End Parking Management Scheme ‘Zone HE’. 2. Asks officers to prepare a detailed design and formally consult on an extension to the Hayes End Parking Management Scheme ‘Zone HE’ with residents of Heath Road, Star Road and Uxbridge Road, Uxbridge as seen in Appendix C. Asks officers to take no further action in the roads where residents indicated a preference for no changes to be made to the current parking arrangements at this time. Reasons for recommendation The recommendation reflects the responses received to the consultation with residents living in De Salis Road, Heath Road, Paget Road, Star Road, Towers Avenue, and Uxbridge Road. Alternative options considered / risk management The consultation with resi dents offered residents the option to maintain the current parking arrangements. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will be aware of the recent petition from residents living in Heat h Road, Uxbridge requesting a resident's permit parking only scheme to help prevent non- residential parking. The petition specifically asked for the scheme to operate after 5pm during weekdays and after midday on the weekends to prevent non-residential parking which residents have associated with customers of Tamara Lounge located at the junction of Heath Road and Uxbridge Road. Following a meeting with petitioners, the former Cabinet Member for Planning and Transportation asked officers to carry out informal consultation with residents living in an area agreed in liaison with local Ward Councillors. 2. Ward Councillors asked that residents in a wider area to Heath Road should be informally consulted to ensure they are able to provide their views on a possible scheme as parking problems could be displaced to surrounding roads. Therefore, as seen on the plan attached as Appendix A, the informal consultation also included De Salis Road, Paget Road, Star Road, Towers Avenue and properties which could be directly affected by any changes to the parking situation on Mellow Lane West and Uxbridge Road including business on Byron Parade. 3. The Hayes End Parking Management Scheme ‘Zone HE’ currently includes Hewens Road where the scheme operates ‘Monday to Friday 8am to 10am and 2:30pm to 4:30pm’ to help prevent non-residential parking during drop- off and pick -up times by parents at the nearby Hewens College and Hewens Primary School . The roads included in the consultation are in close proximity to Tamara Lounge, other local services and amenities on Uxbridge Road. There are also multiple bus routes nearby heading towards Uxbridge Town Centre, or in the opposite direction towards Southall and Hayes Town which could arguably make the area a desirable place for non-residents to park. Households and businesses were delivered an information letter, a plan of the area being consulted and a questionnaire asking if they would support a possible extension to the Hayes End Parking Management Scheme ‘Zone HE’ to include their road, or if they would prefer no changes to the current parking arrangements. Residents were also given the opportunity to indicate which operational hours they would prefer the scheme to operate if one were to be implemented in their road. 5. As seen in Appendix B, 73 responses were received out of the 315 consultation packs delivered, showing a res ponse rate of 23%. Overall, 35 responses indicated support for an extension to the Hayes End Parking Management Scheme to include their road whereas 38 responses indicated residents would prefer no changes to the current parking arrangements. 6. Further analysis of the results showed that in De Salis Road, Paget Road and Towers Avenue, there was a majority of responses which indicated a preference for the current parking arrangements to remain unchanged. It is therefore recommended that no further action is taken in these roads due to the apparent lack of support from residents. 7. In Heath Road where the petition originated, out of 89 consultation packs delivered to residents, 25 responses were received representing a response rate of 28%. 13 households indicated that they would support an extension to the scheme whereas 12 indicated that they would prefer no changes to the current parking arrangements . In Uxbridge Road, the properties consulted consist of both businesses on Byron Parade and residential flats . Five responses indicated support for a scheme and three indicated that they would prefer the parking arrangements to remain as they are. Star Road, which has a one-way system in place, had a balanced result where six households supported a scheme in the road and six indicated that they would prefer no changes. The response rates were relatively low in every road, however the results have been shared with local Ward Councillors who advised that after careful consideration of the responses received, a scheme should be progressed to formal consultation in Heath Road, Star Road and Uxbridge Road as shown on the plan attached as Appendix C. Residents will have another opportunity to make their views known during this consultation. 8. As mentioned, the consultation asked residents which operational times they would prefer the scheme to operate. Residents were given the option of ‘ Monday to Friday 5pm to 10pm and Saturday to Sunday Midday-10pm’ as requested in the petition, as well as ‘9am to 10pm everyday’. The majority of residents indicated that they would prefer the longer operational times of ‘9am to 10pm everyday’ , perhaps to help address all day non-residential parking by commuters as well the issues with parking in the evenings and on weekends. 9. Residents were also given the opportunity to write comments on the questionnaire in regard to the possible extension to the Hayes End Parking Management Scheme. Comments received in support of an extension to the scheme advised how residents have been finding it increasingly difficult to park near their home during recent years particularly in the late evening, with some residents asking for the scheme to operate 24 hours a day. 10. Comments received objecting to a possible extension to the schem e advised how a parking scheme could actually result in a loss of parking availability and residents wanted to be able to park across their dropped kerb during the evening and on weekends. A handful of Cabinet Member Report – ADD DATE Page 4 Part 1 Public comments even advised that a few residents do not feel there is a problem with parking and residents’ permit parking only scheme would therefore be unnecessary. Some comments also expressed concerns that customers of nearby businesses would struggle to find parking which could result in a loss of income. An extension to the scheme would not include a scheme in Byron Parade at this time, and therefore this area would remain unrestricted. 11. To summarise, t he results of the informal consultation for a possible extension to the Hayes End Parking Management Scheme ‘Zone HE’ have been shared with local Ward Councillors. Based on the results , Ward Councillors have asked officers to progress with formal consultation with the residents included in the plan attached as Appendix C , on a possible extension to the scheme with operational times of ‘9am to 10pm everyday ’. Within the roads where the majority of residents did not support the possible extension to the scheme to include their road, the current parking arrangements will remain unchanged. Financial Implications The estimated cost associated with the recommendations to this report is £2,000 and will be managed within existing revenue budgets for the Transportation Service. If a scheme is subsequently approved for implementation, the costs will be eligible for capitalisation subject to the relevant Capital Release protocols. RESIDENT BENEIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? To change the parking measures requested by residents following consultation. Consultation carried out or required Residents living in De Salis Road, Heath Road, Paget Road, Star Road, Towers Avenue and Uxbridge Road, Uxbridge were informal ly consulted to see if they would support a possible extension to the Hayes End Parking Management Scheme ‘Zone HE’. If the recommendations to this report are approved, then officers will develop detailed proposals to take forward to formal consultation. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above.
