The request can be considered as part of the Council’s annual programme for on-street parking controls. This report supports our commitments to residents of: Safe and Strong Communities. Financial Cost The estimated cost of the recommendations set out in this report is £2,000. RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1. Notes the results of the informal consultation on a possible extension to the West Drayton Parking Management Scheme ’Zone WD7’ in Harmondsworth Road, West Drayton; and 2. Based on the responses received to the informal consultation and discussions with local Ward Councillors, asks that officers prepare a detailed scheme design to share with residents for statutory consultation. Cabinet Member Report – 8 August 2024 Part I – Public Reasons for recommendations These recommendations are in line with the views expressed during the informal consultation and discussions with local ward councillors. Alternative options considered / risk management. None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will recall a petition submitted to the Council signed by some of the residents of Harmondsworth Road, West Drayton, requesting the introduction of a residents’ permit parking scheme. The petition stated that residents: “Request for parking permits to be put in place on the odd numbered side of Harmondsworth Road due to the increase in cars parking here since the implementation of a permit scheme on the even numbered side of the road.” 2. The petition was considered at a Petition Hearing with the Cabinet Member for Property, Highways and Transport where the Lead Petitioner highlighted the issues that they have been experiencing, especially since the implementation of the current ‘Zone WD7’. The Lead Petitioner advised that that non-residents often park in the road, resulting in residents having to park up to 15 minutes away from their home, which is especially difficult for elderly residents or those with children with special educational needs. 3. The West Drayton Parking Management Scheme ‘Zone WD7’ was implemented in 2021 on the western side of Harmondsworth following a petition to the Council , asking for parking controls to help prevent non- residential parking. The petition advised that non- residents take advantage of the unrestricted road and park all-day or often for multiple days, the main reason being due to the close proximity to Heathrow Airport. Following informal and statutory consultation, the scheme was subsequently implemented with the operational times of ‘Monday to Saturday 9am to 5pm’. 4. Following consideration of the request, the Cabinet Member asked officers to add this request to the Council’s extensive parking scheme programme for further investigation and possible informal consultation in an area agreed with local Ward Councillors. 5. Residents in an area that was agreed in conjunction with local Ward Councillors were sent a letter, questionnaire, plan of the area being consulted and pre- paid reply envelope. Properties included in the informal consultation can be seen in the plan attached as Appendix A. 6. Residents were given four weeks to reply to the consultation. Out of 95 consultation packs posted, 23 responses were received, representing a response rate of 24%. Overall, 18 responses indicated support for an extension to the scheme and five indicated that they Cabinet Member Report – 8 August 2024 Part I – Public would prefer no changes to the current parking arrangements . All the responses can be seen in the table attached to this report as Appendix B. 7. I n Harmondsworth Road, out of 32 households consulted, seven responses were received; five indicated support for a scheme and two were against. 8. In Wordsworth Way, out of 63 households consulted, 16 responses were received; 13 indicated support for a scheme and three were against a scheme. 9. The questionnaire also gave residents the opportunity to comment on the proposals. Residents in support of a possible residents’ parking scheme in their road advised that they currently find it difficult to park close to their home. The general consensus was that the non-residential parking was mainly caused by drivers using the road to park their car for the duration of their holiday, airport staff and even airport car services or rental companies allegedly taking advantage of the free parking for their businesses which has been negatively impacting residents. 10. Residents not in support of a scheme generally advised that they believed it was not necessary, but also some of them felt that the cost of parking permits would cause problems for residents who are already facing financial hardship and would rather park further away from their home than incur any additional costs. 11. The results of the consultation were shared with local Ward Councillors, who advised that they support the request for an extension to the West Drayton Parking Management Scheme in this section of Harmondsworth Road, due to concerns of roads particularly in close proximity to the airport being used by meet and greet companies or taxi services, which has caused problems for residents. 12. In conc lusion, following an informal consultation and discussion with local Ward Councillors, it is recommended that officers prepare a detailed scheme design for an extension to the West Drayton Parking Management Scheme ‘Zone WD7’ to formally consult with residents. Financial Implications The cost associated with the recommendations to this report is estimated at £2,000 and will be managed within existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities To allow the Cabinet Member for Property, Highways and Transport to consider the request for a possible extension to the West Drayton Parking Management Scheme ‘Zone WD7’ in Harmondsworth Road, West Drayton following a petition to the Council. Consultation carried out or required Informal consultation has been carried out with residents in Harmondsworth Road, West Drayton. If the recommendations to this report are approved, formal consultation will be required. Cabinet Member Report – 8 August 2024 Part I – Public CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council has conducted informal consultation in relation to the proposals set out under the above recommendations. The Council should now proceed with conducting a statutory consultation in accordance with the Local Authorities Traffic Orders (Procedure) (England & Wales) Regulation 1996. Whenever necessary legal advice is given in relation to specific issues as they arise to ensure that the Council always meets its legal obligations.
