Executive Summary An e -petition from residents of Rowlheys Place and Stainby Close, West Drayton, requested parking controls to address increasing levels of non-residential parking associated with visitors to the Platinum Jubilee Leisure Centre. Residents reported that leisure centre users were parking within the residential streets to avoid car park charges, resulting in congestion, reduced access to driveways and wider road safety concerns. In response, the Council carried out an informal consultation with all properties in Rowlheys Place and Stainby Close to assess support for a Parking Management Scheme and to identify the most appropriate design for the area. Given the narrow road widths, curved road layout and the need to maintain access to residents' off -street parking, detailed scheme proposals were developed and shared with residents as part of the consultation process. A total of 51 responses were received from 61 consultation packs issued, representing an 84% response rate. The results showed strong support for the introduction of a Parking Management Scheme, with the clear majority of respondents favouring a permit holders past this point arrangement. This approach is considered particularly suitable for the area as it maximises parking flexibility for residents while reducing the need for extensive road markings and signage. Residents also raised concerns regarding parking and traffic conditions on Harmondsworth Road, particularly at the junction with Rowlheys Place where queuing traffic and obstructive parking can make access difficult. As a result, proposals have been developed to introduce double yellow lines on sections of Harmondsworth Road and an advisory keep clear marking at the junction to improve traffic flow, maintain access and minimise the potential for parking displacement from the proposed scheme area. Executive Decision Report Cabinet Member Friday, 18 September 2026 Classification: Part 1 Public Page 2 The estimated cost of undertaking the next stage of consultation is £2,000, which can be accommodated within existing Transportation Service budgets. There are no legal impediments to progressing statutory consultation, and the proposals support the Counci l's objective of maintaining safe and strong communities by improving parking management, accessibility and road safety for residents. A recognised risk is that some parking may transfer to surrounding streets following implementation. Should this occur, affected residents would have the opportunity to petition the Council for consideration of additional parking controls in their roads. F ormal consultation is expected to take place within the Council's next programme of traffic management proposals. 2. Recommendations That the Cabinet Member for Residents Services: 1. Notes the responses received to the informal consultation for the proposed introduction of a Parking Management Scheme in Rowlheys Place and Stainby Close, West Drayton. 2. Approves for formal consultation to be carried out on the proposals for a Parking Management Scheme in Rowlheys Place and Stainby Close, West Drayton as shown on Appendix B. 3. Approves for formal consultation to be carried out on proposals to introduce double yellow lines on part of Harmondsworth Road, West Drayton and an advisory keep clear marking at the junction with Rowlheys Place as shown on Appendix F. 3. Reasons for decision The recommendations reflect the majority of responses received to the consultation with residents for a possible Parking Management Scheme in Rowlheys Place and Stainby Close, West Drayton. 4. Proposal 1. The Cabinet Member will be aware that an e -petition was submitted by the residents of Rowlheys Place and Stainby Close, West Drayton, asking the Council to consider the introduction of a Parking Management Scheme to prevent non- residential parking and help improve traffic flow within the street . The lead petitioner has made the following statement within the heading of their petition: We the undersigned petition Hillingdon Council to introduce a parking management scheme (controlled parking zone) for residents of Rowlheys Place and Stainby Close, due to increased demand from the Platinum Jubilee Leisure Centre visitors. We ask that the CPZ is in operation during ALL opening hours of the leisure centre car park to prevent parking overspill into the residential streets. Executive Decision Report Cabinet Member Friday, 18 September 2026 Classification: Part 1 Public Page 3 This will: - Prevent non- residents using Rowlheys Place or Stainby Close to avoid car park congestion or charges. - Ensure properly marked and appropriately placed bays and restrictions are in place so residents can safely and easily enter/exit their driveways. - Reduce traffic, congestion, and unsafe parking to improve safety for residents. - Maintain access for emergency vehicles and pedestrians. - Promote alternative methods of transportation to the leisure centre. 2. Following the recent opening of the Platinum Jubilee Leisure Centre in Rowlheys Place, residents are experiencing difficulties with non-residential parking from visitors to the leisure centre. Although the leisure centre has adequate car parking facilities, charges apply to these so visitors often try to find parking within the surrounding streets to avoid having to pay to park for their visit. To resolve this, petitioners have asked for a Parking Management Scheme with marked bays and yellow lines operational for the same times as the leisure centre. Attached as Appendix A is a location plan of Rowlheys Place , Stainby Close, the Platinum Jubilee Leisure Centre and car park. 3. Both Rowlheys Place and Stainby Close consist of both detached and semi -detached properties. All properties in the road appear to benefit from some form of off -street parking, with some properties on Rowlheys Close in particular hav ing generous frontages capable of accommodating several vehicles. 4. The widths of both roads are approximately 5 metres wide and due to the layout of the development, the road curves continuously at points . This layout makes marking parking places particularly difficult since positioning spaces near any vehicle crossovers could make access difficult for residents trying to access their off-street parking areas. 5. With this in mind, officers felt it was appropriate to develop detailed proposals for a scheme in advance of informal consultation commencing, so that the likely number of available on-street parking places could be established and plans of these designs shared with residents as part of the initial consultation. Following investigation, it was possible to recommend two possible scheme designs for residents to consider: Option 1 – Permit holders past this point scheme – Appendix B The road layout of Rowlheys Place and Stainby Close could lend itself to what is known as a permit holders past this point scheme which restricts every part of the public highway as residents’ parking only. This scheme design is different to a conventional parking scheme layout as it designates the entirety of the road, except where there are yellow lines, as an entire parking place. The benefit with this layout is it allows residents to continue to park within the street without being restricted to marked spaces therefore maximising the overall space for parking. It also negates the need for a large number of new signposts which normally have to be placed adjacent to every marked parking place. Executive Decision Report Cabinet Member Friday, 18 September 2026 Classification: Part 1 Public Page 4 However, there is some potential with this option that any other resident of the street with a permit could park across or close to another resident’s driveway entrance and cause an obstruction. If this happens the Council would not be able to carry out enforcement action against that vehicle. A similar scheme operates in Brearley Close, Uxbridge close to the Hillingdon Leisure Complex on Gatting Way. This has been effective at preventing parking associated to the leisure centre by preventing non-residential parking. Option 2 – Parking Management Scheme with marked bays and single yellow lines – Appendix C This option provides a more conventional parking scheme layout with marked bays where parking can take place. Yellow lines would apply along every other part of the road including in front of driveways. This layout will restrict parking to marked spaces only during the operating times of the scheme. Due to the road width of Rowlheys Place and Stainby Close, only a limited number of formalised parking places could be recommended due to the potential of par king opposite driveways causing an obstruction. With this layout every parking place must be signed individually, this means where there is not a lamp column adjacent, a new signpost must be installed. 6. Following the above, all residents in Rowlheys Place and Stainby Close were delivered a letter, plans of the above potential scheme layouts, and a questionnaire to indicate their preference for either for one of these or against a Parking Management Scheme. Residents were also provided with a prepaid reply envelope so that they could return their completed questionnaire. 7. Responses received to the consultation are tabulated in Appendix D . There were 51 responses received from 61 consultation packs delivered, representing a return rate of 84%. Residents were also given the opportunity to provide any further comments on the questionnaire that they felt were relevant. Attached as Appendix E is a table of all the comments received. 8. The majority of residents who took the opportunity to respond to the informal consultation from both Rowlheys Place and Stainby Close indicated they would support the introduction of a Parking Management Scheme with a p ermit holders past this point layout, a preference indicated by 43 of the 51 residents who responded. It is therefore be recommended that the Council proceeds with the next stage of formal consultation on this possible scheme design layout. 9. A common view expressed by residents was concern with the parking and traffic situation on Harmondsworth Road. Residents suggested that a keep clear marking be installed on Harmondsworth Road at the junction with Rowlheys Place as traffic often backs up from the Executive Decision Report Cabinet Member Friday, 18 September 2026 Classification: Part 1 Public Page 5 signals at the junction with Station Road making it difficult to get in and out of the street. In addition, residents have suggested that additional double yellow lines be introduced on Harmondsworth Road as vehicles are often being left here causing disruption to traffic flow and making access difficult to adjacent streets. 10. Following investigation, it possible to recommend proposals for double yellow lines on Harmondsworth Road near to the leisure centre to help ensure parking is not displaced as a result of a Parking Management Scheme. It is also suggested that an advisory keep clear marking is installed at the junction of Harmondsworth Road and Rowlheys Place to help improve access for both residents and visitors to the leisure centre. A plan of these proposals is attached as Appendix F to this report. 11. As a result of the above it is therefore recommended as part of this report that the proposals as shown on Appendix B of this report are progressed to formal consultation for a Parking Management Scheme with a permit holders past this point layout within Rowlheys Place and Stainby Close. Additionally, it is recommended that double yellow lines be proposed near the leisure centre and along Harmondsworth Road as shown on Appendix F to help ensure clear access is maintained at all times. 5. As is usual practice, the required notice of intent will be combined with other Parking Management Schemes which are at the same stage and will be subject to the Council’s Spend Control Panel approval processes. Following formal consultation, a further Cabinet Member report will be required to consider the responses that are received. At this next stage a funding source will need to be identified to implement or further amend the proposals. b) Legal Executive Decision Report Cabinet Member Friday, 18 September 2026 Classification: Part 1 Public Page 6 The Council’s power to implement Parking Management Schemes and waiting restrictions is set out in the Road Traffic Regulation Act 1984. The formal consultation and order-making statutory procedures to be followed before making use of the power are set out in Schedule 9 of the Road Traffic Regulation Act 1984 and the Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996. Any consultation must also meet the standard set by established common law principles in public law, namely fairness and adequacy. If a decision is taken to make an order under the Road Traffic Regulation Act 1984, Part 5 of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage and marking requirements, which must be observed. In exercising any of the powers under the Road Traffic Regulation Act 1984, section 122 of the 1984 Act requires the Council to consider its statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic (including pe destrians), and the provision of suitable and adequate parking facilities on and off the highway. These powers must be exercised so far as practicable having regard to the following matters: (a) the desirability of securing and maintaining reasonable access to premises; (b) the effect on the amenities of any locality affected and the importance of regulating and restricting the use of roads by heavy commercial vehicles, so as to preserve or improve amenities of the areas through which the roads run; (c) the national air quality strategy; (d) the importance of facilitating the passage of public service vehicles and of securing the safety and convenience of persons using or desiring to use such vehicles; and (e) any other matters appearing to the Council to be relevant. Moreover, the Council has various statutory duties in relation to road safety, such as under section 39 of the Road Traffic Act 1988 and section 16 of the Traffic Management Act 2004, which are relevant when deciding on road traffic measures. To this end, the report states that the proposals support the Council's objective of maintaining safe and strong communities by improving parking management, accessibility and road safety for residents. Pursuant to established public law principles on consultation, the decision maker, when coming to a decision regarding the progress of the proposal for a Parking Management Scheme in in Rowlheys Place and Stainby Close, West Drayton, must be satisfied that all consultation responses, including those that do not accord with the officer's recommendation, were conscientiously taken into account. To this end, the appendices and content of the report should be referred to. In this report, it is highlighted that the consultation responses helped to inform the recommendation within this report to progress the proposal to a formal consultation and also to consult on a proposal for waiting restrictions on Harmondsworth Road, West Drayton. The Council must also be continuously mindful of its public sector equality duty under section 149 of the Equality Act 2010. c) Alternative options Executive Decision Report Cabinet Member Friday, 18 September 2026 Classification: Part 1 Public Page 7 Alternative Options Rationale for rejecting option Option A – Progress proposals for a Parking Management Scheme in the form of marked bays and yellow lines throughout Rowlheys Place and Stainby Close This option has been rejected as residents have indicated a clear majority in favour of a Parking Management Scheme with a past this point layout. Option B – Progress proposals for a Parking Management Scheme in Rowlheys Place and Stainby Close without progressing double yellow lines on Harmondsworth Road This option has been rejected on the basis residents have already raised concerns with obstructive parking taking place on Harmondsworth Road. If a Parking Management Scheme in progressed in Rowlheys Place and Stainby Close, then parking is likely to be displaced to the nearest unrestricted road which is Harmondsworth Road. Do nothing If a Parking Management Scheme not progressed within Rowlheys Place and Stainby Close the parking situation could worsen further. d) Risk management Risk Mitigation As a result of the Parking Management Scheme any non- residential parking in Rowlheys Place and Stainby Close will be displaced to other nearby residential streets. If parking is displaced to other nearby roads as a result of the Parking Management Scheme, then residents of these roads could petition the Council to request an extension to the Parking Management Scheme into their street. 6. Consultation & engagement Residents of Rowlheys Place and Stainby Close were informally consulted on proposals for a possible Parking Management Scheme. I f the recommendations to this report are approved formal consultation will be required for the proposed introduction of a Parking Management Scheme and sections of double yellows lines as shown on Appendices D and F. 7. Timetable for implementation The timetable for formal consultation to be carried on out the proposals set out within the recommendations of this report will be subject to when the next notice of intent for Parking Management Scheme is advertised. Such notices are published several times combined with other proposals to help reduce adverting costs. It is therefore likely that formal consultation will be carried out within 2 to 3 months following a Cabinet Member decision. We often find the car park is unused and individuals are parking dangerously on the road. We do hope some form of parking management can be introduced to support local residents. Stainby Close Thank you considering a Parking Management Scheme. Since the opening of the much needed leisure centre, much of the parking has not been of a very high standard! Restrictions may also need to be considered on Harmondsworth Road. Stainby Close Thank you for providing prepaid envelope and vert well structured scheme options. Stainby Close Whilst I welcome the necessary Parking Management Scheme due to the newly opened leisure centre, and selfish parking habits of visitors, I feel the 10 free visitor passes per annum for residents of Stainby Close and Rowlheys Place unfair! I have lived in Stainby Close for over 30 years and have a relative visit at least once a week and don't see why I should have to now pay for the privilege of my relative visiting me. I believe a minimum of 52 free visitor passes should be applied for residents. I also don't feel that it is fair that residents have to purchase permits to park down the roads we live in and moved here long before the leisure centre was considered. People will demolish their front gardens to make drives which will be damaging to the wildlife and environment. Stainby Close 1) For option 1, please also consider additional signage of the parking restrictions on existing lamp posts throughout Rowlheys Place & Stainby Close, not just at the pinch point at the top of the road. Leisure Centre customers have gotten so used to parking in the residential area for free that they will need more than one sign. 2) Please consider double yellow lines down Harmondsworth Road to stop users of the leisure centre parking there instead, making it dangerous to other drivers. 3) Please consider a 'Keep Clear' box at the junction of Rowlheys Place and Harmondsworth Road to make it less dangerous for those going in and out of the road. At the moment there is very limited visibility when traffic queues from the traffic lights. Thank you very much for taking the time to consider this request. Your support is greatly appreciated. Rowlheys Place Thank you for taking the time to listen to the concerns of the residents regarding the cars parked by users of the leisure centre. Cars have been parked over dropped kerbs or inconsiderately, especially on the bends and both before and after the zebra crossing. I would welcome the double yellow lines at the junction of Harmondsworth Road and Rowlheys Place. Hopefully this will deter the leisure centre users from parking on the pavement and to use the car park provided. Thank you for your time and look forward to a favourable decision for the residents. Comments made in response to the informal consultation for a possible Parking Management Scheme in Rowlheys Place & Stainby Close, West Drayton Approximate Address Comment Comments made in response to the informal consultation for a possible Parking Management Scheme in Rowlheys Place & Stainby Close, West Drayton Rowlheys Place In addition can we please suggest a "Keep Clear" or "Yellow Hatched" area at the junction of Harmondsworth Road. To allow entry/egress to Rowlheys Place. Also regular checks by parking enforcement officers. Rowlheys Place I also feel we need a keep clear or box junction at the end of Rowlheys Place on the Harmondsworth Road to stop cars blocking the entrance. Double yellow lines on Harmondsworth Road, both sides to avoid parking on the main road if the scheme is introduced in Rowlheys Place / Stainby Close. At the end of Rowlheys Place need double yellow lines at the entrance as cars always parked there blocking your way in and out. The pinch point need yellow lines there to avoid parking also. It could do with some fluorescent road bollards or yellow stripes to make it more visible, as at the moment black tarmac and not easily visible at night. Thank you for giving us the chance to put our views forward, and we hop this can be resolved very soon. Rowlheys Place Also we need a keep clear box at the top of Harmondsworth Road for access into and out of our road. Rowlheys Place Firstly, thank you for the prompt response to the current anti-social parking by users of the fabulous new Platinum Jubilee Leisure Centre. I wondered if it would be possible to have a 'Keep Clear' box paint on Harmondsworth Road at the junction with Rowlheys Place? I think this would assist entrance and exit at this bust junction plus enhance the safety of all road users. • We are concerned about the lack of box junction at the top of Rowlheys Place, as you exit onto Harmondsworth Road. During peak hours, traffic builds up all the way down Harmondsworth Road making it extremely dangerous to safely exit and enter the road. • We are also concerned about the lack of parking restrictions on Harmondsworth Road itself. Without yellow lines, leisure centre users will park on the main road, making it very dangerous, especially given that young children will be accessing the centre going forward. This is particularly amplified when there are funerals at the cemetery, and mourners park haphazardly along Harmondsworth Road. SPECIFIC TO THE PROPOSALS: • Without the proposals being implemented it is extremely difficult to reverse out of our driveway. • Currently leisure centre users are also utilising the driveways of residents to turn out of Rowlheys Place which is highly frustrating as you can imagine. • There is also a high risk to young children, who often play out together during the nice weather, as cars are coming right down to Rowlheys Place to turn back out towards the leisure centre. • Without the parking management scheme, we have experienced holiday makers parking in Rowlheys Place for 3 weeks or longer which simply exacerbates the problem with the leisure centre users. • Alongside the parking management scheme, it would be very helpful if the traffic enforcement officers actually patrolled the area. Currently we call every day to request one is sent as cars park on the curb making it extremely difficult to walk on the footpath. I appreciate this will be resolved with the scheme, but the warden would be useful to ensure that the car park is being used correctly. Exit of Rowlheys Place needs keep clear markings. Rowlheys Place I am not really in favour of any of the three options. I'm not happy about having to pay to park outside my own house or have my visitors pay for a visitor permit. Residents should be able to park for free. But, in order to prevent users of the leisure centre parking outside our home, we have no other option. The top of Rowlheys Place definitely requires double yellow lines – it is dangerous. I would also prefer the timings to be 8am to 8pm, Monday to Friday. Thank you. Rowlheys Place This proposal is just another "back door" attempt to charge residents additional council tax. Simple, clear signing directing leisure centre users to use the car park and not to park on the road will suffice. Being charged because LBH lacked the forethought to address the problem beforehand is unacceptable. P.S. If you really want to help the residents, then please repair the road surface with the money you have found to be used to penalise residents. P.P.S I reported fly-tipping in the road on the 24 March. Nothing has been done! Rowlheys Place Please review the space highlighted in option 1 and option 2 directly opposite houses Nos 16 and 17 in Rowlheys Place for parking bay options. This space you think exists is not practical nor functional. This space does not exist. The reason being when our neighbours drive is full and all other spaces directly opposite are fully occupied, we cannot enter or get out of our driveway. We have informed you of this before. The only action at the time was to request feedback, just like this one. Of course, the parties who are not inconvenienced by this would not vote in favour of double yellow lines. I strongly suggest you come and inspect this. Then you will get an idea of what we are stating here. As we have two vehicles, we depend on the adjacent driveway not being full so that we can drive over their driveway to get out of our own driveway when the spaces opposite our driveway are occupied. This space needs physical inspection and we recommend double yellow lines in this space regardless of the options given here. Thank you in advance. Rowlheys Place Option 1 would see too many blue badge holders there would be the same inconvenience and danger. To avoid future serious accidents the Council should reverse their previous mistakes when planning this centre and - 1) Change the entrance to the car park from Harmondsworth Road (that is not an ancient hedge on Harmondsworth Road) 2) Knock down the 2 brick walls at the top of Rowlheys Place they are dangerous and restrict views. 3) Move the cycle land from the road and back to the path this is dangerous. 4) Remove the coach parking this is dangerous and restricts views You will have a serious accident one day at the top of Rowlheys Place. At present it's an absolute mess and headache with the inconsiderate parking of the vehicles at Stainby Close and Rowlheys Place.
