Reasons for recommendations The recommendation reflects the response during the consultation which did not demonstrate unanimous support for a scheme and the views expressed by the local Ward Councillors when the results were shared with them. Cabinet Member Report – 01 December 2025 (Part 1 Public) Alternative options considered / risk management The Council could have decided to progress proposals for a Parking Management Scheme forward to formal consultation on a detailed design. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will recall a petition that was recently submitted by the residents of Westbourne Close, Hayes asking the Council to consider the introduction of a Parking Management Scheme to prevent non- residential and commercial vehicles from parking within the street. Within the petition heading, the lead petitioner states the following: “We the undersigned petition Hillingdon Council to place residential parking permits on our road. Multiple neighbours are facing issues with parking due to several work vans, and multiple vehicles parking on the road, also making use of an illegal driveway outside one of the houses. There are several individuals renting in two of the houses on the road meaning that they have a lot of vehicles, around 4-5 per household, blocking other residents from parking. This is very upsetting for those living in my household, and neighbours, who struggle to get their vehicles in and out due to this.” 2. Westbourne Close is a small cul-de-sac situated on the eastern side of the Borough within Yeading Ward. Access to the road is only possible via Mansfield Close off Yeading Lane. There are no established Parking Management Schemes within the general vicinity of Westbourne Close. It seems the main parking pressures are caused by several residents of the road having multiple vehicles per address, and it has been suggested that there is not enough kerbside space within the road to accommodate this number of vehicles. 3. Although the petition was only signed by seven residents representing three households of Westbourne Close, it still met the Council’s minimum criteria of 20 signatures from other residents of the Borough. To negate the need for the petition to be heard at a future petition hearing, officers suggested that informal consultation be carried out with t he residents of Westbourne Close to see if the majority of residents would support a Parking Management Scheme. This is likely the same outcome if the petition was heard at a future petition hearing, so was considered the most cost- efficient way of addressing the concerns raised by petitioners and expediting the process. 4. Following the above, all residents within Westbourne Close were delivered a letter and a questionnaire to indicate their preference either for or against a possible Parking Management Scheme. Residents were also provided with a prepaid reply envelope so that they could return their completed questionnaire free of charge. Cabinet Member Report – 01 December 2025 (Part 1 Public) 5. Responses received to the consultation are tabulated in Appendix B. There were 11 responses received from 28 consultation packs delivered, representing a return of 39%. Residents were also given the opportunity to provide any further comments on the questionnaire that they felt were relevant. Attached as Appendix C is a table of all the comments received. 6. The majority of residents who took the opportunity to respond to the informal consultation were generally supportive of the idea of a Parking Management Scheme with seven residents expressing preference in support and four residents preferring no change to the current parking arrangements. However, one resident who indicated on their questionnaire that they would support a scheme requesting that permits must be provided to their visitors for free. This is something that cannot be accommodated in line with the Council’s policy for Parking Management S chemes. As a result, this realigns the results only marginally in favour of a Parking Management Scheme with six in favour and five opposed to a scheme. 7. Following the conclusion of the consultation, officers discussed the outcome with the Cabinet Member and the Yeading Ward Councillors to seek their views on the result. Although the majority of replies to the consultation were marginally in favour of a scheme, there was a sizeable minority that felt the current parking arrangements should remain unchanged. After careful consideration of responses to the consultation, the local Ward Councillors indicated they would prefer for the current parking arrangements within Westbourne Close to remain unchanged at this present time. 8. In summary, the residents of Westbourne Close have been informally consulted on the option of a Parking Management Scheme in their street. Following extensive discussions with the local Ward Councillors , it is recommended that at this present time the current parking arrangements within Westbourne Close remain as existing. This is primarily due to there not being a clear majority in favour of a scheme when residents were asked as part of the informal consultation. Should residents collectively identify another type of restriction or parking control that they feel would be beneficial for their road, then is it suggested they petition again in the future with an agreed proposal for consideration by the Council. Financial Implications There are no financial implications relating to the recommendations within this report. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities The recommendation of this report reflects the views expressed by the local Ward Councillors after considering the response to the informal consultation. Cabinet Member Report – 01 December 2025 (Part 1 Public) CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council’s power to implement a Parking Management Scheme in Westbourne Close, Hayes is set out in the Road Traffic Regulation Act 1984. The formal consultation and order -making statutory procedures to be followed before making use of the power are set out in Schedule 9 of the Road Traffic Regulation Act 1984 and the Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996. Any consultation must also meet the standard set by established common law principles in public law, namely fairness and adequacy. In exercising any of the powers under the Road Traffic Regulation Act 1984, section 122 of the 1984 Act requires the Council to consider its statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic ( including pedestrians), and the provision of suitable and adequate parking facilities on and off the highway. These powers must be exercised so far as practicable having regard to the following matters: (a) the desirability of securing and maintaining reasonable access to premises; (b) the effect on the amenities of any locality affected and the importance of regulating and restricting the use of roads by heavy commercial vehicles, so as to preserve or improve amenities of the areas through which the roads run; (c) the national air quality strategy; (d) the importance of facilitating the passage of public service vehicles and of securing the safety and convenience of persons using or desiring to use such vehicles; and (e) any other matters appearing to the Council to be relevant. Moreover, the Council has various statutory duties in relation to road safety, such as under section 39 of the Road Traffic Act 1988 and section 16 of the Traffic Management Act 2004, which are relevant when deciding on road traffic measures. Pursuant to established public law principles on consultation, the decision maker , when coming to a decision regarding the progress of possible changes to parking arrangements in Westbourne Close, Hayes, must be satisfied that all consultation responses, including those that do not accord with the officer's recommendation, were conscientiously taken into account. The consultation responses can be seen in the appendices to this report. The Council must also be mindful of its public sector equality duty under section 149 of the Equality Act 2010. In this report , it is highlighted that the consultation responses were actively considered before reaching the recommendation within this report not to progress with change s to parking arrangements in Westbourne Close, Hayes. Thus, Legal Services confirm that there are no legal impediments to the Council following the recommendations set out in this report. Especially as they don't live in our close. 1) We are blue badge holders with a disabled bay. Do not want to lose my parking bay. As unable to and driveway due to the restricted access. 2) Any future road planning should include speed restrictions in view of the local narrow roads and one sided parking? 3) Visitor permits should be available for residents families visiting? There are multiple HMO un-registered houses on Westbourne Close which has led to parking congestion. Since 2021, I have been unable to park anywhere near my home. This has caused severe daily hardship for my family and me. I have young children and live with a disabilities. The lack of accessible parking has made my daily tasks such as shopping, taking children to school, going to work an medical appointments extremely difficult. I have applied for a blue badge, but Hillingdon Council require further evidence of condition, unfortunately the earliest I can obtain this will be into the new year, leaving me without parking support in the meantime. We have previously had to call parking enforcement due to vehicles double parking in front of the parking spaces at the end of the close obstructing us from getting our car out on a number of occasions. There has been an increase in works / business vehicles parking in the street which are too big for the residential close. Thank you for considering this matter.
