Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost The estimated cost associated with the recommendations to this report is £2,000 and will be managed within existing revenue budgets for the Transportation Service. Notes the results of the informal consultation conducted with residents of Dawson Close, part of Middleton Road and part of South Walk, Hayes. 2. Approves for statutory consultation to be carried out on a detailed design for a proposed Parking Management Scheme in Dawson Close, Hayes operational ‘9am to 10pm everyday’. Cabinet Member Report – 11 March 2022 Page 2 (Part 1 Public) Reasons for recommendations The recommendations reflect the responses received to the consultation with residents living in Dawson Close, part of Middleton Road and part of South Walk, Hayes. Alternative options considered / risk management The consultation offered residents the option to maintain the current parking arrangements. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member may recall a petition submitted to the Council signed by 21 residents of Dawson Close, Hayes requesting a Parking Management Scheme in the road. The petition advised of the below: “no parking restrictions e.g. Resident parking or permits. Non-residents park their cars/vans at Dawson Close (for a long period of time) leaving no parking spaces for residents. Dawson Close is used for free parking e.g. Many individuals park their cars on the road and take public transport.” One of the main causes of the parking issues is commuter parking, however the petition advised that the problems are dominant in the evenings particularly on Fridays and throughout the weekend and so requested: “A Parking Management Scheme to include marked bays for residents including permits for residents please. This would resolve the parking issues at Dawson Close if considered.” The petition was heard by the Cabinet Member for Public Safety and Transport who instructed officers to carry out informal consultation with residents in an area agreed in liaison with local Ward Councillors, to see whether residents would be supportive of a parking scheme in their road. 2. Dawson Close is situated adjacent to Uxbridge Road which is accessible via a public footpath. With limited restrictions currently in place, it can be an attractive place for commuters to park their vehicle for the day and walk the short distance to the bus stops on Uxbridge Road to utilise the bus routes towards the north or south of the Borough. Non- residents may also park in Dawson Close to visit the shops and services which are all within close proximity. As a result, residents have suggested that they are struggling to find a place to park. Cabinet Member Report – 11 March 2022 Page 3 (Part 1 Public) 3. Following the Petition Hearing, officers asked Ward Councillors if they would like residents in any other nearby roads should be included in the consultation. Subsequently, residents in Dawson Close, South Walk between Middleton Road and Uxbridge Road and residents of Middleton Road who could be directly affected by any changes to the parking situation were also included in the consultation. 4. Households in the plan attached to this report as Appendix A were sent an informal consultation pack consisting of a letter, questionnaire, a location plan of the area consulted and a pre-paid envelope. The questionnaire gave residents the opportunity to indicate whether they would support a Parking Management Scheme in the road or prefer no changes to the current parking arrangements. 5. As seen in Appendix B, out of 81 consultation packs sent to households, 26 responses were received representing a response rate of 32%. R esidents of Dawson Close were mostly supportive of a scheme where out of 57 households consulted, 16 responses were received, 13 of which indicated support for a scheme. Meanwhile, residents of South Walk and Middleton Road were less supportive of a possible scheme. This may be due to the fact that these residents live further away from Uxbridge Road and as a result may not experience as much competition for kerb-side parking associated with non-residents. 6. As part of the consultation, residents were given three choices of operating times. Residents who took the opportunity to respond from Dawson Close clearly indicated a preference for ‘9am to 10pm everyday’ whilst residents of South Walk and Middleton Road indicated they would prefer shorter operational times such as only ‘Monday to Friday’ and ‘10am to 3pm’ or ‘9am to 5pm’. 7. The results of the informal consultation have been shared with local Ward Councillors who advised they acknowledge the lack of support from residents of South Walk and Middleton Road but would support progressing the scheme to the next stage of formal consultation. It is clear that residents of Dawson Close feel that a scheme which operates ‘9am to 10pm everyday’ would help alleviate the issues residents are experiencing. As the petition originated from households in Dawson Close, it seems reasonable that the majority view is taken forward to formal consultation. If residents of Dawson Close, South Walk and Middleton Road are against the scheme or aspects of the proposals, then they will have another opportunity to comment during the 21-day statutory consultation. 8. All of the responses received to this formal consultation have been shared with local Ward Councillors, and it is recommended that a possible Parking Management Scheme in Dawson Close, Hayes is progressed to formal consultation with the proposed operational times of ‘9am-10pm everyday’. Financial Implications The estimated cost associated with the recommendations to this report is £2,000 and will be managed within existing revenue budgets for the Transportation Service. If a scheme is subsequently approved for implementation, the costs will be eligible for capitalisation subject to the relevant Capital Release protocols. To change the parking measures requested by residents and businesses following consultation. Consultation carried out or required Residents were informally consulted to see if they would support the introduction of a Parking Management Scheme in Dawson Close, Hayes. If the recommendations to this report are approved, then formal consultation will be required for the introduction of a Parking Management Scheme. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The process to confirm that there are no legal impediments to the Council now conducting statutory consultation as set out in the report. Infrastructure / Asset Management None at this stage.
