The report details the objections received and sets out recommendations for the Cabinet Member to consider. Financial Cost The cost associated with the recommendations to this report is estimated at £500 and will be funded by existing revenue budgets within the Transportation Service. Relevant Select Committee Property, Highways and Transport Select Committee Relevant Ward(s) West Drayton RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1) C onsiders the objections to the proposed single line waiting restrictions on Rowan Road, as detailed within the body of the report; 2) Due to the benefit to the bus operation and those travelling to and from the local schools, instructs Officers to proceed with the implementation of the restriction as set out. Cabinet Member Report – 2 December 2022 Part 1 - Public 3) Instructs Officers, to review the impact of the restrictions at an appropriate time following implementation and report back. Reasons for recommendations The recommendations set out in this report allow for the scheme to be progressed to benefit bus operation and road safety for those travelling to and from the large primary schools in the area. Alternative options considered / risk management None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION Introduction 1. Officers were approached by London Buses in regard to access for the U3 bus around Rowan Road and Laurel Lane particular at school drop off and pick up times. They reported that they had particular problems negotiating the junctions of Rowan Road with Wise Lane and Rowan Road with Laurel Lane. It was agreed with the Cabinet Member at the time to consult on the provision of limited double yellow lines at the junctions, together with a single yellow line restriction extending in front of the houses to help at peak school times but also allow residents parking rights at other periods of the day. Formal consultation 2. Formal consultation has been duly undertaken on the package of proposals described above. There were no objections to the double yellow lines, which have been installed. However, the Council received two objections to the single yellow line restriction proposed on Rowan Road. 3. The proposals for Rowan Road, are for a single yellow line restriction operating 8a m to 10am and 2.30pm to 4.30pm on a Monday to Friday to cover the school drop off and pick up times. A plan of the proposals are provided in Appendix A. 4. The two objections received are summarised below: • ‘…these restrictions are going to exacerbate the issues I have concerning drivers blocking my drive, which is located on Great Benty. I, therefore, wish that the restrictions are expanded to Great Benty where my drive is or double yellow lines painted on the corner of Great Benty and access to my drive’. • ‘I believe the double yellow lines should be extended to the junction of Wise Lane. Having double yellows at one junction may mean that people park on the other junctions. Cabinet Member Report – 2 December 2022 Part 1 - Public 5. It should be noted, therefore, that these two objections are not opposing the underlying principle of the introduction of new part -time loading and waiting restrictions, but rather are expressing a view that the single yellow lines proposed are not onerous enough. 6. Given the benefit to the movement of buses in the area and to improve safety, it is recommended that following consideration of the objections above the Cabinet Member for Property, Highways and Transport be minded to approve the implementation of the single yellow line restriction on Rowan Road, West Drayton. The situation can be reviewed subsequently , in conjunction with ward councillors as appropriate, to establish if there remains a benefit in enhancing the restrictions to double yellow lines, which would however require a further consultation. Financial Implications The cost associated with the recommendations to this report is estimated at £500 and will be funded by existing revenue budgets within the Transportation Service. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above.
