You should take a decision on or after Thursday 04 May 2023 in order to meet Constitutional requirements about publication of decisions that are to be made. Financial Cost The cost associated with the recommendations to this report is estimated at £480 and will be managed within existing revenue budgets for the Transportation Service. Considers the objections received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on the junction of Elm Grove and Willow Avenue, West Drayton; 2. Does not a pprove the introduction of the proposed ‘At Any Time’ waiting restrictions o n the junction of Elm Grove and Willow Avenue , as shown on Appendix B; Cabinet Member Report – 25 April 2023 Page 2 Part 1 Public 3. Approves instead the revised proposal for ‘At Any Time’ waiting restrictions on the junction of Elm Grove and Willow Avenue as shown on Appendix C to this report. Reasons for recommendation To improve access on the junction of Elm Grove and Willow Avenue yet still maintai n some parking provision for residents and visitors. Alternative options considered / risk management The Council could decide to proceed with the installation of the ’At Any Time’ waiting restrictions as advertised. Democratic compliance / previous authority None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Elm Grove and Willow Avenue a re residential roads within Yiewsley Ward. Elm Grove is a cul-de-sac of eight properties. Willow Grove links Elm Grove to Whitethorn Avenue and Stockley by-pass. On Willow Avenue v ehicles are allowed to park with two wheels on the footway. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from a resident asking for double yellow lines on the junction to deter large vehicles from parking with all four wheels on the footway. T hereby restricting sight lines and access for pedestrians. As a consequence, a detailed site investigation was undertaken by Council officers. 3. Officers observed that large transit vans were parking with all four wheels on the footway restricting the width of the footway and forcing people with buggies and wheelchairs to walk in the road. These vehicles restricted sight lines for vehicles exiting Elm Grove. 4. As a result of the site observations a proposal was developed to install double yellow lines on the junction. This will still maintain parking in the rest of the road but improve access and visibility. The proposed waiting restrictions are shown on the plan attached as Appendix B to this report. 5. The Cabinet Member agreed to take the proposal through the statutory 21 -day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period the Council received two objections to the proposal. Cabinet Member Report – 25 April 2023 Page 3 Part 1 Public 6. The first objector stated " We have been residents for almost 10 years and have found no parking issues on any of these roads , neither on ours, Willow Avenue, Elm Grove or neighbouring Kingston Road. All neighbours are most considerate.” 7. The second objector stated “I would like to suggest that the yellow line shortened so they only go to the corner of Willow Avenue and stop at the lamppost. As we park ou tside on front of the house as they are allowed.........I know there is a problem with parking around this area but there must be a more reasonable way to do this without affecting our parking.” 8. The local Ward Councillors have been consulted and all three support waiting restrictions but would like them reduced on Willow Avenue. 9. After careful consideration of comments received from the statutory consultation and the views of the local Ward Counc illors, it is recommended that the Cabinet Member agrees to proceed with the revised proposal for ‘At Any Time’ waiting restrictions on the junction of Elm Grove and Willow Avenue in Appendix C to this report. Financial Implications The cost associated with the recommendations to this report is estimated at £480 and will be managed within existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The effect of introducing the proposed waiting restrictions on the junction of Elm Grove and Willow Avenue will be that access and safety is maintained whilst maintaining parking for residents. Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Cabinet Member Report – 25 April 2023 Page 4 Part 1 Public Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation.
