The report details the objections received and sets out recommendations for the Cabinet Member to consider. This can be funded from the monies awarded to the Council from Transport for London to implement improvements to areas around schools and to reduce delays to buses. Relevant Ward West Drayton RECOMMENDATIONS That the Cabinet Member for Planning Housing and Growth: 1) Considers the five objections to the proposed parking restrictions, as detailed within the body of the report; 2) In consideration of the overarching benefits to the access of the U3 bus in the area, instructs officers to proceed with the implementation of the double yellow lines at the junction of Rowan Road and Wise Lane; 3) In consideration of the objections by residents, agrees NOT to proceed with the single yellow line timed restriction on Laurel Lane and Rowan Road; and Cabinet Member Report – 18 November 2024 Page 1 Part I – Public 4) Instructs officers to advise residents to consider a petition, should they wish, for a parking management scheme to be considered for the area. Reasons for recommendations The recommendations set out in this report allow improved access to the buses but removes the installation of the single yellow line restriction which was not supported by residents due to concerns over where they would park their vehicles for the one hour time slot per day and that they felt the parking situation on their road was getting better. Alternative options considered/ risk management Local residents could be encouraged to raise a petition should they wish to consider a formal parking management scheme. This was not initially proposed as it would further reduce parking for residents and result in permit costs. Select Committee comments None at this stage. SUPPORTING INFORMATION Introduction 1. Following on from complaints from bus operators about access and residents about long term parking of airport related vehicles, the introduction of parking restrictions has been considered to help improve the situation for local residents and bus users. 2. The proposals were for the potential introduction of two new restrictions in the area of Rowan Road and Laurel Lane, West Drayton: • At junction of Rowan Road with Wise Lane, upgrade of single yellow line to a double yellow line; • Introduction of a single yellow line on unrestricted sections of Rowan Road and Laurel Lane with a Monday to Friday,12pm to 1pm time. Formal consultation 3. Formal consultation was undertaken in July 2024, and the Council received five objections from local residents to the proposed parking restrictions in Rowan Road and Laurel Lane. A summary of these objections are provided below: - This is not what residents want, where do we park? Want residents only parking ideally! - The airport parking has got better as the residents took matters into their own hands after the Council had done nothing for five years. There are a few who still park, even putting out cones to reserve space! - School times are not so much a problem any more, more problems on Rowan Road and Wise Lane. - The schools have staggered pickup times which helps the situation. - Would like to see a stop & shop scheme by the shops. Cabinet Member Report – 18 November 2024 Page 1 Part I – Public - …many residents….have requested that the bays on the grass/house side should just be made for residents and their visitors and the other side should have the waiting restrictions. - All that needs to be done is add house numbers to the floor and make propose bay lines in which we can park. - I would rather see a PMS installed as long as I could be guaranteed a spot outside my home. - Any restrictions implemented must be of benefit to residents, not a hinderance. - While we are happy what you are trying to solve the issues with Heathrow parking you are not considering the issues the buses are facing on our road. Inconsiderate parked vehicles between properties of 3-15 Laurel Lane and 36-46 Laurel Lane, blocking the f ree flow of traffic for buses, where they have to drive over footpaths. - I’m in favour of the scheme to prevent airport parking companies from using the area (as we currently have cars parked here for over a month) but residents shouldn’t be penalised. Proposed Next Steps 4. Given the concerns raised about the impact that the single yellow line restriction would have on residents of Laurel Lane and Rowan Road, it is considered that this may not be the most suitable restriction for the area. The single yellow line restriction was consulted upon, as following informal consultation, a key concern of residents was the long term parking of vehicles associated with Heathrow Airport; however some residents suggested that this was not such an issue as it used to be. 5. Based on this, Officers are recommending that the Cabinet Member considers approval to not proceed with the installation of the single yellow line restriction, as originally proposed. 6. The consultation feedback suggested that some respondents would like a parking management scheme to be considered, as they felt this would reduce parking by those who are not residents of the area but still allow residents to park at any time of the day. Given the complexities and resources needed to bring forward a parking management scheme and with only a relatively small number of residents requesting a scheme, it is felt further support for a parking management scheme would be required before investigations are undertaken. 7. Therefore, Officers are recommending that the Cabinet Member considers approval that officers advise residents of Laurel Lane and Rowan Road, that ideally, for a parking management scheme to be considered, a petition should be raised to the Council to demonstrate a mandate for the potential introduction of a scheme in this location. 8. The final proposal consulted upon was the conversion of a small section of single yellow line to double yellow line on Rowan Road, opposite its junction with Wise Lane. A plan of this proposal is provided in Appendix A. There were no direct objections to this proposal and given the benefit of better turning provision for the U3 bus service which serves this area, Officers recommend that the Cabinet Member considers approval of the conversion of the single yellow line to double yellow line. Recommendation 7. Given the strong views of those residents who responded, and the potential impact to these residents of the introduction of the single yellow line, as originally proposed, it is recommended that the Cabinet Member agrees not to proceed with that element of the scheme in its current form and supports Officers in advising residents that for consideration of alternative restrictions , Cabinet Member Report – 18 November 2024 Page 1 Part I – Public such as a parking management scheme, they should consider submission of a petition to the Council to demonstrate an initial broader level of community support for such measures to be considered for implementation. However, it is meanwhile also recommended that the Cabinet Member considers approval of the small section of double yellow line to be introduced to improve access for the U3 bus in this location. Financial Implications Transport for London Total Confirmed 2024/25 Budget £2,138k, Previously Released/ Pending Release £2,101k, Release Requested £500 The total cost of the recommendations to install the double yellow line restrictions is £500. There are no direct financial implications to Council resources . This scheme will be fully funded from the Transport for London Local Implementation Plan 2024/ 25 grant allocation, bus priority funding, which has been released via the Council’s capital release programme, approved in June 2024. The remaining £37k of the 2024/25 TfL LIP grant will be subject to the capital release procedure. Any future additional TfL funding awards will be reported to Cabinet and included in subsequent capital release reports. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities To allow the Cabinet Member an opportunity to consider in detail issues raised by residents. Consultation carried out or required No further consultation at this stage. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the report and concurs with the Financial Implications set out above, noting the recommendation to install the double yellow line restrictions £500, which will be fully financed from the confirmed Transport for London grand funding 2024/25. Furthermore, notes the funding awards from TfL are to be spent by the 31 March 2025, any underspends against these allocations are to be returned to the Transport for London. Legal The Council’s power to implement proposed double yellow lines is set out in Part I of the Road Traffic Regulation Act 1984. The consultation and order making statutory procedures to be followed in this matter are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996 (SI 1996/2489). Cabinet Member Report – 18 November 2024 Page 1 Part I – Public In considering consultation responses, section 122 of the Road Traffic Regulation Act 1984 means that the Council must balance the concerns of the objectors with the statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic. Legal Services confirm that there are no legal implications arising from the recommendations in this report. Infrastructure/ Asset Management None at this stage.
