Special Urgency Decision Notice – 26 November 2024 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Platinum Jubilee Leisure Centre – Remaining Works to Completion CAPITAL PROGRAMME WORKS SERVICE RELEASE NO: 7 Reference No. 1260 Date of decision Tuesday 26 November 2024 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources and Infrastructure Select Committee Relevant Ward West Drayton Decision made Cabinet Members making the decision The Leader of the Council, and on behalf of the Cabinet Member for Finance & Transformation and the Cabinet Member for Corporate Services & Property: APPROVED That the Leader of the Council, and on behalf of the Cabinet Member for Finance & Transformation and the Cabinet Member for Corporate Services & Property: 1. Approved the capital release of £4,540k, from the Platinum Jubilee Leisure Capital Project budget to allow the construction of the Platinum Jubilee Leisure Centre (PJLC) to continue at pace until completion. (Appendix A1); 2. Approved the capital release of £162k, from the Property of Works Programme Capital budget to allow completion of construction of the Platinum Jubilee Leisure Centre. (Appendix A2); and 3. Delegate all future decisions to procure and spend monies on the remaining services needed to complete the construction of the PJLC to the Corporate Director of Place, after taking appropriate procurement advice from our retained consultants, Press and Starkey. In exercising this delegation, any spend is to be limited to no more than £250k above the budgeted amount (£4,702k) plus the full value of Special Urgency Decision Notice – 26 November 2024 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk the bond, with any spend above this limit to be taken in consultation with the Cabinet Member for Finance & Transformation and Cabinet Member for Corporate Services & Property. Reason for decision These decisions by the Leader and Cabinet Members allow the remaining funds to be released and final key project decisions to be made to enable the Platinum Jubilee Leisure Centre to be fully constructed on time in terms of procuring the remaining packages of work. This includes the remaining external fabric, mechanical and electrical works, and fit-out and finishes up to practical completion. The Council is now undertaking the role of the contractor and will, therefore, be appointing multiple contractors for elements of the work needed to finalise the project. Press & Starkey have been appointed as monitoring consultants and they will be assisting in the control of the project. The decision to delegate final future decisions to the Corporate Director of Place will allow for more efficiency in decision-making due to the importance of completion, with Cabinet Member oversight over any further expenditure in excess of the budget. Alternative options considered and rejected None, as not to proceed with this approach and continue to use the current procurement route will seriously delay project completion. The reason for urgency relates to ensuring critical suppliers are appointed to keep the project on track for delivery. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Corporate Resources and Infrastructure Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
