Decision Approved
That the Leader of the Council, Cabinet Member for Finance
and Cabinet Member for Property, Highways & Transport
agreed to:
1. The capital release request of £4,097k from the Civic
Centre Transformation Programme 2023/24 capital
budget for the previously approved contractors'
costs (Appendix A);
2. The appointment of Hunters Architects for the design
additional work to the
Corporate Reception and link
building, as detailed in Table 1;
3. The appointment of Philip Pank Partnership,
Employers Agents for the subsequent phases of the
internal fabric re- modelling of the Civic Centre, as
detailed in Table 1; and
4. The appointment of SIAD Group 3D cloud- point
surveys for the subsequent phases of the internal

fabric re-modelling of the Civic Centre, as detailed in
Table 1
Reason for decision Cabinet approved the tender for the Civic Centre Transformation
project at the June 2023 Cabinet meeting. Capital Release was
sought at that time for the initial Phases 1 and 2 of Civic Centre
and Middlesex Suite works, which are now progressing.
Cabinet also agreed to delegate any further decisions on the
project, and on Phase 3 of the works (7 further Office Quadrants)
to the Leader of the Council, Cabinet Member for Property,
Highways and Transport and Cabinet Member for Finance.
Capital Release is now sought to commence the works to the
remaining quadrants, and the
design work to the Corporate
Reception. This will enable a more flexible approach to the
transformation of the office space, whilst ongoing design and
space planning is under consideration to the remaining areas of
the Civic Campus.
Alternative options
considered and
rejected
The alternative is to not release funds for the remaining works.
This would risk a lack of continuous work for the appointed
contractor, and re-mobilisation costs.
