Decision Approved
That the Cabinet Member for Finance and the Cabinet
Member for Property, Highways and Transport agree to:
1. The appointment of Hunter & Partners for the
additional design and space planning work to the Level 1 &
Remainder of Level 2 of the Middlesex Suite, as detailed in
Table 1, through the Notting Hill Genesis Framework.
2. the appointment of Philip Pank Partnership,
Employers Agents for RIBA Stages 2- 7, for Level 1 & 2 of
the Middlesex Suite, as detailed in Table 1. Philip Pank
Partnership (Panks), through the Hyde Housing
Association Framework.
3. the capital release request of £350k from the Civic
Centre Transformation Programme 2024/25 capital budget
for the architectural services, specialist consultants and
preparation work in relation to the subsequent phases of
the internal fabric re -modelling of the Middlesex Suite
(Appendix A)

Reason for decision Cabinet approved the tender for the Civic Centre Transformation
project at June 2023 Cabinet. Capital Release was sought at
that time for the initial Phases 1 and 2 of Civic Centre and
Middlesex Suite works, which are now progressing.
Capital Release is now sought to commence the works to Level
1 (Ground Floor) of the Middlesex Suite and Level 2. This will
enable the design and space planning to create the required
space for Uxbridge Library, registrars, and associated works of
the adjacent areas of the Civic Campus.
Planning consent was granted on 16 July 2024, by the Hillingdon
Planning Committee, for these changes.
Alternative options
considered and
rejected
The alternative is to not release funds for the move for registrars,
whose current provision is no longer fit for purpose, and for them
to remain in their current position which could risk income
opportunities / targets. This would risk a lack of continuous work
for the appointed contractor, and re-mobilisation costs.
