Decision made
Cabinet Members
making the decision
Councillor Jonathon Bianco – Cabinet Member for Corporate
Services and Property
Councillor Martin Goddard - Cabinet Member for Finance and
Transformation
Decision Approved
That the Cabinet Member for Finance and Transformation
and the Cabinet Member for Corporate Services and
Property:
1. Approved the Contract Variation to the Electrical
Upgrades Contract with PFL Electrical Limited for the
provision of upgrades to the remaining Civic Centre fan
coil and pod coils at a value of £403k; and
2. A greed to the following capital release request of £464k
from the 2024/25 Civic Centre Transformation
programme budget as shown in report.
Reason for decision Civic Centre fan and pod coil upgrades will help achieve a more
balanced and efficient heating system working with the new Air Source
Heat Pumps throughout the Civic Centre. The Council needs to
upgrade the fan coil and pod coil valves, which are currently
pneumatic. These valves will be replaced with electronically controlled
ones to align with the new BMS system. The valves are free to the
Council under the grant funding. The Cabinet Members therefore
authorised the necessary contract variation and funding for this.

Officers considered tendering the works ; however, due to the
delays associated with tendering and assessment of the
