Decision Approved
That the Cabinet Member for Finance and the Cabinet
Member for Property, Highways and Transport:
1. Agreed to vary the contract with Greyline Builders
Limited for the refurbishment of common areas,
including the Multi Faith/ Wellbeing area on 1 north
and ritual washing facilities in the shower and toilet
block on level 1 centre core at an estimated cost of
£59k; and
2. Agreed to the capital release request of £68k from the
Civic Centre Transformation Programme Budget
2024/25 for the refurbishment of common areas,
including the Multi Faith/ Wellbeing area on 1 north
and ritual washing facilities in the shower and toilet
block on level 1 centre core.
Reason for decision Following Members’ approval to proceed with the
redevelopment of the Civic Centre, it was recommended that
existing floors would be refurbished as part of the overall

transformation programme. Within the existing capital release,
officers did not factor in common areas (corridors/ centre core/
stairs/ meeting rooms).
The current facilities for the multifaith prayer room are not fit for
purpose. Changes to this area of Level 1 were not factored in as
part of the existing capital release but can be covered by
alternative workstream budgets.
Officers would like to instruct Greyline (current awarded
contractor) to complete the works as outlined. This will be
treated as a minor variation/ change under the current contract
and does not require a new award. Greyline are about to finish
the main 2 East and 1 North quadrants. This links directly with
existing refurbishment work currently being undertaken within
the Civic Centre. They are already on site and fully aware of the
requirements.
The CCTV in 1 North has had extensive works carried out to
upgrade the partitioning both internally and externally along with
new ceilings to meet fire regulations.
The doors and frames need upgrading to accommodate the new
partitioning and the increased security levels requirements for
this room. Also, the release covers new carpeting which had
been missed previously in the overall scheme.
It was requested in a June 2023 Cabinet report that any further
decisions on the project and Phase 3 of the works be delegated
to the Leader of the Council, Cabinet Member for Property,
Highways and Transport and Cabinet Member for Finance, in
consultation with officers. This request was granted by Cabinet.
Alternative options
considered and
rejected
Consideration has been given to not refurbish the current
facilities, but they are no longer fit for purpose, and this would
not match with all the surrounding areas within the Civic Centre
that have
now been refurbished. Updating this area would
provide an appropriate space for all staff and support all faiths.
Installing the ritual washing facilities will provide a more inclusive
working environment for staff who require this facility.
