Title of decision CAPITAL RELEASE REPORT (October 2024/25)
DEPARTMENT: Facilities Management
SERVICE AREA / PROGRAMME: Replacement of Low

Reference No. 1248

Decision made
Cabinet Members
making the decision
Councillor Martin Goddard - Cabinet Member for Finance &
Transformation
Councillor Jonathan Bianco - Cabinet Member for Corporate
Services & Property
Decision Approved
That the Cabinet Member for Finance & Transformation and
the Cabinet Member for Corporate Services & Property
agrees to the following capital release request of £260k for
the replacement of the Low Voltage Panel in the Members’
Car Park from the Civic Cent re Transformation Capital
Programme budget 2024/25. (Appendix A).
Reason for decision The existing low voltage panel located in the Members' car park
is now 54 years old, significantly exceeding its typical lifespan of
20 years. Our technical team has diligently managed this critical
asset, but it has far surpassed its design period. Recent risk
assessments have highlighted the urgent need for replacement.
The only prudent course of action is to replace the low voltage
switchboard immediately. Delaying this replacement poses
unacceptable risks to our business continuity and the safety of
our premises. Immediate action is essential to safeguard our
operations and mitigate potential threats.
Alternative options
considered and
rejected
Officers considered tendering the works, however due to the
delays associated with tendering and assessment of the
required measures, there would be insufficient time to deliver
works.
