Special Urgency Decision Notice – 29 November 2024 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision CAPITAL RELEASE & CONTRACT VARIATION REPORT (November 2024/25) DEPARTMENT: Facilities Management SERVICE AREA / PROGRAMME: Place - Civic Centre Transformation Programme 2024/25: Library & Registrars / Museum / M&E Works and Fees RELEASE NO: 22 Reference No. 1264 Date of decision Friday 29 November 2024 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources and Infrastructure Select Committee Relevant Ward All Decision made Cabinet Members making the decision The Leader of the Council, and on behalf of the Cabinet Member for Finance & Transformation and Cabinet Member for Corporate Services & Property APPROVED That the Leader of the Council, and on behalf of the Cabinet Member for Finance and Transformation and the Cabinet Member for Corporate Services & Property, agrees to: 1) the contract variation to the contract with Greyline Builders Limited to complete works linked directly with existing refurbishment work currently being undertaken within the Civic Centre at a value of £3,950,000, including M&E works; 2) awarding the Employers Agent and Building Safety Principal Designer roles to Allen Construction Consultancy at a value of £219,125; and 3) the following capital release request of £4.79m for refurbishment & M&E works and associated fees from the funding of the Civic Centre Transformation Programme budget 2024/25 (Appendix A). Special Urgency Decision Notice – 29 November 2024 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Reason for decision This decision progresses a key phase of the Civic Centre Transformation Project including the completion of the new Library, Register Office and Museum. It varies the previously approved contract with the existing main contractor on site, agrees the capital funding for the works, along with the necessary Employers Agent and Building Safety Principal Designer roles required. This will enable the works to be completed on-time and service operations ready for residents to use. Alternative options considered and rejected None, as the project has received planning consent and has been previously approved by Cabinet. Classification Part II – Members’ Only and Not for Publication Link to associated report That this report be declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Leader of the Council. The reason for urgency is due to a change in project timings due to the temporary move of the Registrars earlier than expected, and to now carry out the remaining works to complete this key part of the Civic Centre transformation project, including the new Library, new Regist er Office and Museum builds, on time. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Corporate Resources and Infrastructure Select Committee.
