Notes the responses received during the formal consultation for proposed ‘at any time’ waiting restrictions on Northwood Road, Harefield at its junction with Fallowfield Close; and 2. Based on the views expressed during the consultation and following discussions with local Ward Councillors, recommends that officers defer the proposals to Cabinet Member Report – 21 November 2024 Page 2 Part I – Public implement ‘at any time’ waiting restrictions on Northwood Road at its junction with Fallowfield Close at the present time. Reasons for recommendations The recommendations are in line with the views expressed during the formal consultation and the views expressed by local Ward Councillors after considering the individual responses from residents. Alternative options considered/ risk management The Council could have decided to leave the current parking arrangements unchanged or implement ‘at any time’ waiting restrictions. Democratic compliance/ previous authority None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Council received a request for waiting restrictions to be considered on Northwood Road, Harefield at its junction with Fallowfield Close, to help prevent obstructive parking. Fallowfield Close is a small private road containing three residential properties located on Northwood Road. 2. A resident stated that the traffic volume has greatly increased in recent years, with more vehicles parking either side of Fallowfield Close, which obstructs drivers’ forward vision of oncoming traffic. There are existing double yellow lines at the junction of Northwood Road and Breakspear Road North; however, parking within the immediate vicinity of Fallowfield Close is mostly unrestricted , making it an attractive place to park for residents, but also visitors to the local services such as the Post Office or nearby pharmacy. 3. Following multiple site visits, officers found that cars were parked close to the junction and in some cases slightly over, which could obstruct forward vision particularly from vehicles travelling from Breakspear Road North. As a result, officers prepared plans for ‘at any time’ waiting restrictions to be proposed at the junction of Fallowfield Close and Northwood Road. 4. It is not the Council’s usual practice to implement double yellow lines to assist individual driveways. However, as this is a small private road of three properties, officers felt it would be appropriate to propose double yellow lines for a short distance, ensuring that parking is not reduced significantly but at the same time preventing vehicles from parking over the junction. 5. The plans were shared with the former Cabinet Member for Property, Highways and Transport who agreed for the plans to be progressed to statutory consultation. The proposals can be seen in the plan attached to this report as Appendix A. Cabinet Member Report – 21 November 2024 Page 3 Part I – Public 6. The 21-day statutory consultation ran from 11 September until 2 October 2024. A letter and a copy of the plans were sent to residents directly affected by the proposals, and the plans were also advertised via the local newspaper and public notices displayed on site. 7. During this time, four responses were received. One of these responses was from a resident of Fallowfield Close, and three were from residents of Northwood Road who live in close proximity to the proposals. 8. One resident advised that they were supportive of the proposals, but felt that the length of the double yellow lines w as insufficient to deter drivers from obstructing the entrance to Fallowfield Close and requested they be extended. 9. Other residents who took the opportunity to comment advised that they objected to or had concerns regarding the proposed double yellow lines. One resident advised that the proposals would reduce parking for visitors to the local facilities such as the post office and obstructive parking is not often an issue at this location. Two residents also advised that they had concerns that the proposals would create a knock -on effect and encourage drivers to block driveways of residents further down the road, suggest ing the restrictions or even a white line be implemented more extensively. 10. If double yellow lines were implemented for such an extensive distance, this would reduce parking availability for not only visitors, but also residents themselves. In addition, a white line does not itself give the Council additional powers of enforcement , and vehicles can park as they currently do. If a vehicle is parked over a property’s dropped kerb, residents can call the Parking Enforcement Hotline where a Civil Enforcement Officer (CEO) will be asked to visit the location to carry out the necessary enforcement action. If a vehicle is parked over a shared dropped kerb, then CEOs can automatically carry out enforcement. 11. The responses were shared with the local Ward Councillor who, following consideration of all the responses received, advised they do not support the double yellow lines being implemented at the present time as they felt they could inconvenience some of t he surrounding residents, though asked that officers keep the situation under review. 12. Therefore, following the above, it is recommended that officers do not proceed with implementing ‘at any time’ waiting restrictions at the present time, but that the request is kept under review. Financial Implications There are no financial implications associated with the recommendations set out in this report. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities The recommendations of this report will allow the Cabinet Member to consider the responses during the formal consultation for proposed ‘at any time’ waiting restrictions on Northwood Road, at its junction with Fallowfield Close. Consultation & Engagement carried out (or required) Statutory consultation was carried out whereby residents directly affected by any changes to the Cabinet Member Report – 21 November 2024 Page 4 Part I – Public parking restrictions were sent a letter and a plan of the proposals. The proposals were also advertised in the local newspaper as well as via public notices displayed on site. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal There are no legal impediments to the recommendation set out within the report. Comments from other relevant service areas None at this stage. BACKGROUND PAPERS None at this stage. The proposals aim to helpprevent obstructive parking andimprove visibility of oncoming traffic,particularly vehicles travellingsoutheastwards towards BreakspearRoad North Road Comment Officer's comments Fallowfield Close As a resident of Fallowfield Close I am happy that you are taking action to prevent obstructive parking however I believe that this issue will still occur as the double yellow lines are not long enough on the left and right hand side of Fallowfield Close. I would ask that you consider if the double yellow lines can be extended on both sides of Fallowfield Close so that there is a clear view when coming out of the close. This would not affect the house on the left or right as they both have driveways to park their vehicles. Comments considered as part of this report - see paragraph 8 Northwood Road I am writing to object against these road marking proposals as they will severely affect myself and my neighbour if these markings go into place. At the moment myself and my neighbours driveway is constantly blocked my ignorant people parking in front of our driveway to get to the post office obstructing us multiples times daily. If these markings go into place it is going to make less space for people to park increasing the chances of more people parking and blocking our driveway. I have previously complained about this asking for markings to be put in front of our driveway and nothing was done about it so it is entirely unfair for these markings to be approved. I believe if markings are going to be put down then my home and my neighbours home need to be considered and road markings extended to avoid anyone parking and blocking our driveways. I really wish for these road markings to be reconsidered and to extend them so that both our driveways have deterrence from anyone parking and blocking our driveways. Comments considered as part of this report - see paragraph 9 Outcome of formal consultation on proposed 'at any time' waiting restrictions on Northwood Road at its junction with Fallowfield Close Northwood Road As the person most affected by this application, I feel very strongly against it. I already have a massive problem with people inconsiderately parking over my own runway, and frequently, across my driveway many times every day whether my car is there or not. In the 40 years since the houses in Fallowfield were built, I have only once seen a vehicle parked over their runway. Your proposal will only serve to push drivers to park over my runway even more than they do now. This is unacceptable. The runway for Fallowfield is far wider than that of mine and the entrance is also very wide. A much better solution would be to paint white lines across the entire run-in for Fallowfield, my runway and that of No.X Northwood Road, which is also frequently parked across by thoughtless drivers. The Council would be better employed to deal with the fly tipping of household rubbish next to my house at the entrance to Fallowfield. It invariably stinks to high heaven and is a health hazard. When planning was granted for Fallowfield, I was assured by a Council official that no rubbish would be deposited near my house and that the rubbish from Fallowfield would be collected from outside their doors. Nobody admits to putting the rubbish there, so it must be a fly tipper. A camera sited over that area should be able to identify the culprit. Comments considered as part of this report - see paragraph 9 In regards to the issue of flytipping, this can be reported to the Street Scene Enforcement Team. Northwood Road To whom it may concern, I'm writing to express my concern over the proposed double yellow lines across Fallowfield Close which will also restrict parking in front of number 11 and 15. It helps to have these parking bays for drivers stopping to use the post office and convenient store which is on a regular basis. Parking has not been an issue before. I have seen no such problems as the notice suggests. Comments considered as part of this report - see paragraph 9
