Cabinet Member Report – 31 May 2023 Page 2 Part 1 - Public 2) Instructs officers to organise for the implementation of the proposed ‘at any time’ waiting restrictions on the junctions of Alpha Road with Butler Street and Pole Hill Road as seen in the plan attached as Appendix A. Reasons for recommendations To improve road safety and prevent obstructive parking in Alpha Road and at the junctions with Butler Street and Pole Hill Road. Alternative options considered / risk management The consultation with residents offered the option to maintain parking arrangements. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Council received a request from a local resident asking for a solution to help prevent obstructive parking at the junction of Butler Street with Alpha Road, Uxbridge. Butler Street is a residential road which can be accessed via Blenheim Parade, Uxbridge Road at its southern junction, or via Alpha Road at its northern junction. Both the carriageway and footway are narrow, and cars naturally park on the eastern side of the road. 2. The resident advised that when turning into Alpha Road from Butler Street , very often there are vehicles parked on the corners of the junction which reduces visibility of oncoming traffic and makes it dangerous for drivers to manoeuvre. The resident helpfully provided photos showing cars were parked up to the corner of the junction and explained their concerns about emergency service vehicles such as fire engines being able to access the road . Consequently, a detailed site investigation was undertaken by Council officers. 3. Officers observed that there were cars parked close to the junction as the resident described. Whilst on site, officers noticed that cars were parked in a similar man ner at the junction of Alpha Road with Pole Hill Road. It was evident that the lack of restrictions at t he junctions of Alpha Road with both Butler Street and Pole Hill Road could compromise driver’s visibility and manoeuvrability and therefore compromise road safety. A proposal was designed for 5 metres of double yellow lines at each junction as seen the plan attached as Appendix A. 4. Residents in properties which would be directly affected by the restrictions were sent a letter and a plan of the proposals, which were also advertised in the local newspaper and via public notices on street. The 21-day statutory consultation period started on 18 th January and ended on 8th February 2023. Cabinet Member Report – 31 May 2023 Page 3 Part 1 - Public 5. During this time, five responses were received; t hree supported the proposals and two objected to the proposals. All the responses received can be seen in the table attached to this report as Appendix B, with the full addresses redacted. 6. The two comments which objected to the proposals advised they were concerned about the parking pressures in the area and that the proposed double yellow lines would reduc e parking for residents who do not have access to off -street parking. Double yellow lines are usually implemented at least 10 metres from a junction, however officers decided that this would b e too excessive at this location, and 5 metres would be sufficient in ensuring the corners are clear whist minimising the impact on parking availability for residents. 7. The three comments in support of the proposals advised that the proposed double yellow lines would help prevent obstructive parking and create a safer environment for both drivers and residents, a few of whom have been concerned about the safety at these locations for a sometime. 8. The comments received during the statutory consultation period have been shared with local Ward Councillors and the Cabinet Member for Property, Highways and Transport , who support the proposals in principle. It is therefore recommended that officers organise for the implementation of the ‘at any time’ waiting restrictions as seen in the plan attached as Appendix A as soon as practical. Financial Implications The cost associated with the recommendations to this report is estimated at £850 and subject to the Council’s capital release protocols could be contained within the Road Safety Programme 2023/24 capital budget agreed at Cabinet and Council February 2022. RESIDENT BENEIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities The effect of the decision to implement ‘at any time’ waiting restrictions at the junctions of Alpha Road, Butler Street and Pole Hill Road is to improve road safety and prevent obstructive parking. Consultation carried out or required Consultation has been carried out on this proposal through letters to residents and a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Cabinet Member Report – 31 May 2023 Page 4 Part 1 - Public Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal Legal Services confirm that there are no legal impediments to agreeing the recommendations set out in the report, which are in accordance with the outcome of the statutory consultation. I am not sure who has made this request - as I believe it to be unfair for this happen we proud to be living Uxbridge and having to pay charge by parking in these areas. it would be quite unfair and not necessary to create double yellow lines here - please understand our frustration it seems as though this may be another way just to gain money. There is enough space and visibility in this area and I believe you can see the space on Butler Street and Alpha Road and Pole Hill Road. We live right outside of this area our driveway is big and Alpha Road when we come out of driveway Alpha and Pole Hill Road is right there. Please understand this would just make this area very frustrating and unfair. This does not affect anyone but is in this road. See paragraph 6 of the report. Alpha Road Object I would agree for one metre double line on each side of corners but not an elongation of five metres. Five metres double yellow would definitely take away parking spaces for cars. Majority of houses do not have driveways park cars; hence we have to rely on roads. See paragraph 6 of the report. Alpha Road Support I agree with the local residents with this new restriction as it has been very difficult for myself and neighbours to park outside and manoeuvre around my house and the surrounding area. There has always been vans from a specific neighbour parking outside my property and leaves myself and partner not being able to park outside our own house, if it's the odd occasion then that's completely fine but when cars are dumped by a specific neighbour for months on end it ruins the environment around us when looking out the window and has also caused accidents on multiple occasions due to the narrow road. I have looked at the proposal and would like to know if there is a possibility to have regular checks on over seized vehicles i.e. large vans and trailer or if something can be done. See paragraph 7 of the report. Butler Street, Uxbridge- Responses to formal consultation on proposed 'at any time' waiting restrictions Alpha Road Support When yellow lines were put on the corners of Alpha Road and Sheridan Close they were supposed to have been put on the corners of Alpha Road and Butler Street but never was.. My husband and I have seen near misses in front of our house. There should be yellow lines on the corner of Alpha Road and Star Road also; Yellow lines should be opposite the end of the roads also, unless the highway code has been changed. No parking opposite junctions, I have noticed that large vehicles find it hard to enter Alpha Road from both ends and Butler Street, an increase in home deliveries of food and internet shopping. We have had to rebuild our wall twice before due to vehicles knocking it down to our expense. It is essential work goes ahead. See paragraph 7 of the report. Additional double yellow lines have not been proposed within this report. Butler Street Support That's great news. To be honest getting out of Alpha Road into Pole Hill Road is another dangerous spot as you can't see what's coming! See paragraph 7 of the report.
