You should take a decision on or after Monday 17 June 2024 in order to meet Constitutional requirements about publication of decisions that are to be made. Putting our Residents First This report supports the Council objective of Our People. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost There are no costs associated with the recommendations set out in this report. Notes the response s to th e f ormal consultation on waiting restrictions in the Field End Road, South Ruislip. 2. Based on the responses received, and the views of local ward councillors, it is recommended that the proposals are deferred at the present time. Cabinet Member Report – 07 June 2024 Page 2 (Part 1 Public) Reasons for recommendation There is no consensus from local residents as to a way forward and this reflects the views of the local Ward Councillors. . Alternative options considered / risk management. None at this stage Select Committee comments None at this stage SUPPORTING INFORMATION 1. The Council received a request for yellow lines on the service road opposite the residential properties Nos. 682-700 Field End Road because residents have advised of difficulties with accessing their driveways and possible access issues for emergency vehicles caused by obstructive parking. 2. This service road is located just to the north of the shopping parade, with pay and display parking, at the junction of Victoria Road and Field End Road. 3. Following receipt of the road safety suggestion request, officers conducted numerous site visits and whilst there, though parking was seen taking place, they did not witness vehicles parked on both sides of the slip road blocking the road as shown on the photographs supplied by a local resident. 4. However, from the photographic evidence supplied by residents and the fact that parking on both sides would completely block the road, it was decided to explore ‘at any time’ waiting restrictions on the slip road opposite the residential driveways. 5. A 21-day formal consultation was subsequently undertaken where a letter was sent to the directly affected properties, street notices were place d in the vicinity of the proposed changes and public notices were placed in the London Gazette and a local newspaper . 6. During the formal consultation, the Council received two responses in favour of the proposals, and a petition signed by 43 people (representing 20 properties) objecting to the proposals. 7. The petition appears to have come from the local businesses and residential properties above the businesses who complained that the proposed restrictions would leave them with nowhere to park. The petition also asked that the restrictions be moved to the other side of the slip road in front of the driveways and a parking scheme to be installed on the opposite side instead, with permits being issued to park there. Whilst the Council can accept objections in the form of a petition it is not generally policy to implement a new R esident Parking Scheme based solely on a petition only from households outside the area of the proposed scheme. Should a petition be received with support of a wider parking scheme, then this may be investigated further in the future. 9. The responses to this formal consultation were shared with local ward councillors who , based on the comments made, agreed that these proposals should be d eferred at the present time. 10. It is therefore recommended that, based on the responses received, the proposed waiting restrictions in the vicinity of 682 -700 Field End Road are deferred at the present time but to keep the area under review. Financial Implications There are no costs associated with the recommendations set out in this report. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? Residents’ opinions have been taken into consideration, and this represents the majority of the residents that responded. Consultation carried out or required. Residents were formally consulted on waiting restrictions in Field End Road. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the report and concurs with the financial implications set out above. Legal Legal Services confirms that there are no specific legal implications arising from this report. Infrastructure / Asset Management None at this stage.
