Putting our Residents First This report supports the Council objective of ‘Our People’. The request can be considered as part of the Council’s annual programme of road safety initiatives. Financial Cost The cost associated with the recommendations to this report is estimated at £200 and will be met from existing revenue budgets for the Transportation Service. Considers the objection received from the statutory consultation for the proposed ‘at any time’ waiting restrictions at the junction of Sidmouth Drive, Thurlstone Road & Dartmouth Road, Ruislip for the proposals shown on Appendix A of this report. 2. Approves the proposals for the introduction of ‘ at any time’ waiting restrictions at the junction of Sidmouth Drive, Thurlstone Road & Dartmouth Road, Ruislip with amendments as shown on Appendix B of this report. Cabinet Member Report – 29 July 2022 Page 2 (Part 1 Public) Reasons for recommendations The recommendations reflect the views of the local Ward Councillors following officers’ investigation into the comments received. The amendments recommended to the proposals will allow some parking to continue to take place within Thurlstone Road whilst ensuring clear sightlines are maintained on Sidmouth Drive itself. Alternative options considered / risk management The Council could have decided not to p roceed with the installation of the ’ at any time’ waiting restrictions as advertised or implemented the proposal as it was originally advertised. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Sidmouth Drive, Thurlstone Road & Dartmouth Road are residential roads within Ruislip Manor Ward. Sidmouth Drive forms a popular route between West End Road and Victoria Road and therefore has regular through traffic passing along the road. In addition, located within Sidmouth Drive is the entrance to Ruislip High School. Both Thurlstone Road and Dartmouth Road also form through routes for traffic and meet to form a crossroad junction at Sidmouth Drive. 2. The Council received a request from a resident, through the Road Safety Programme, for measures to remove obstructive parking close to the junction of Sidmouth Drive, Thurlstone Road & Dartmouth Road, Ruislip. As a consequence of these concerns a detailed site investigation was undertaken by Council officers. 3. Officers observed that vehicles were parking on Sidmouth Drive either side of the junction with Thurlstone Road & Dartmouth Road. These vehicles restricted visibility from the junction, particularly looking northeastwards along Sidmouth Drive towards Victoria Road. As a result of the site observations a proposal was developed to introduce ‘at any time’ waiting restrictions on the junction. A proposed 10 metres on both sides of the junction along Sidmouth Drive was considered appropriated. At the same time it was suggested to introduce ‘at any time’ waiting restrictions lines into Thurlstone Road and Dartmouth Road to prevent parking close to the junction and generally promote road safety. A detailed plan of the proposals that officers developed are shown on Appendix A of this report. 4. Officers discussed the potential proposals with the Cabinet Member at the time who agreed to take the proposal through the statutory 21-day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. This took place between the 8 th to 29th June 2022. 5. During the consultation the Council received two responses to the proposed ‘at any time’ waiting restrictions , both from residents who live in the vicinity of where the proposed Cabinet Member Report – 29 July 2022 Page 3 (Part 1 Public) restrictions would be intended. One respondent was fully in favour of the proposed restrictions and helpfully provided photos demonstrating the necessity of double yellow lines on Sidmouth Drive. The other resident who responded, although generally in support, made the following suggestions in response to the proposals: - While I am generally agreeable to the proposed measures I would suggest the following amendments: - 1. On the western side of Thurlstone Road, reduce the extent of the yellow lines from 10m to approximately 8m to coincide with the northwestern edge of the dropped-kerb at No: 56. This would: - a) maintain the length of road available for parking between the dropped kerb at No:56 and that at No:50, and b) follow the same convention as used on the eastern side of Thurlstone Road and both sides of Dartmouth Road. 2. On both sides of Sidmouth Drive, to the east of the junction with Thurlstone Road and Dartmouth Road, reduce the extent of the yellow lines from 10m to 7.5m in order to maintain the length of road available for parking. 6. Considering the comments raised, officers undertook a further site visit to this junction to investigate the suggested amendments. The suggestion to reduce the proposed double yellow lines in Thurlstone Road to the top of the dropped kerb taper outside No. 56 Thurlstone Road, would allow parking to continue to take place as it currently does between Nos. 56 and 54 Thurlstone Road. Officers concur that this does not seem to compromise visibility from the junct ion and therefore it could be possible to recommend that the proposal is slightly amended to accommodate this request. 7. In response to the suggestion to reduce the proposed restriction on Sidmouth Drive, officers have found that a reduction of the proposed double yellow lines here would appear to be likely to compromise forward visibility from the junction and would not offer enough gain in terms of overall parking. The currently proposed 10 metres of double yellow lines is the suggested minimum that should be progressed at this location to ensure enough visibility from the junction. 8. Officers have shared the comments during the consultation and the above findings with the local Ward Councillors for this area. The Councillors share the views of officers and agree that a reduction of the proposed restrictions within Thurlstone Road is possible whilst the distance of the restrictions proposed on Sidmouth Drive should be maintained. 9. Therefore, after careful consideration of comments received from the statutory consultation and after seeking the views of the local Ward Councillors; it is recommended that the Cabinet Member agrees to proceed with the install of revised ‘at any time’ waiting restrictions at the junction Sidmouth Drive, Thurlstone Road & Dartmouth Road, Ruislip as shown on Appendix B of this report. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities The effect of introducing the proposed waiting restrictions at the junction of Sidmouth Drive, Thurlstone Road & Dartmouth Road, Ruislip will be that access and safety are maintained whilst retaining parking for residents. Consultation carried out or required Statutory consultation was carried out between 8 th to 29th June 2022 by the insertion of public notices in the local newspaper and displayed on site. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council’s power to make orders introducing parking restrictions such as that proposed in this report for ‘at any time’ waiting restrictions at the junction of Sidmouth Drive, Thurlstone Road & Dartmouth Road, Ruislip is set out in Part I of the Road Traffic Regulation Act 1984. The consultation and order making statutory procedures to be followed in this matter are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996 (SI 1996/2489). If the decision is taken to make the proposed order, Part V of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage requirements, which must be observed. In considering consultation responses, section 122 of the Road Traffic Regulation Act 1984 means that the Council must balance the concerns of the objectors with the statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic.
