Democratic Services confirm that this is not a key decision, as such, the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 notice period does not apply. You should take a decision on or after Monday 17 April 2023 in order to meet Constitutional requirements about publication of decisions that are to be made. Putting our Residents First The request can be considered as part of the Council’s annual programme of road safety initiatives. Financial Cost There are no costs associated with the recommendations to this report. Relevant Select Committee Property, Highways and Transport. Relevant Ward South Ruislip. RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1. Considers the objections received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on the junction of Barnstaple Road and Melthorne Drive, Ruislip; and 2. Asks officers to defer the proposal for the introduction of ‘At Any Time’ waiting restrictions on the junction of Barns taple Road and Melthorne Drive at the present time and to keep the situation under review. Reasons for recommendation The recommendation reflects the views expressed by local residents during the consultation. Alternative options considered/ risk management The Council could decide to proceed with the installation of the ’At Any Time’ waiting restrictions as advertised. Cabinet Member Report – 05 April 2023 Page 2 Part I – Public Democratic compliance/ previous authority None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Barnstaple Road and Melthorne Drive are residential roads within South Ruislip Ward. Vehicles were observed parking on both sides of the road. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from a local resident asking for double yellow lines on the junction to remove obstructive parking. As a consequence, a detailed site investigation was undertaken by Council officers. 3. Officers observed that vehicles were parking close to the junction on Melthor ne Drive , which could potentially restrict sightlines for vehicles exiting Barnstaple Road. 4. As a result of the site observations, a proposal was developed to install double yellow lines on the junction. This will still maintain some parking in the rest of the road but would improve access and visibility . The proposed waiting restrictions are shown on the plan attached as Appendix B to this report. 5. The Cabinet Member agreed to take the proposal through the statutory 21-day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period the Council received three objections and a letter in support to the proposal. 6. The first objector stated "I do want to raise the issue that number 36 would then be unable to park outside his own property and inevitably would end up parking outside mine. This would cause me major inconvenience as my [personal information redacted by Democratic Services]. I do not believe that these lines do need to encroach so far onto Melthorne Drive but would be more helpful if they extended into Barnstaple Road. I have never seen any cars parked on the actual junction of Barnstaple and Melthorn e but do understand in order to get a clear vision having less cars parked on the end of Barnstaple Road would assist in having clearer vision so maybe extend the majority of the restrictions there and not onto Melthorne. On another note it would enable cars turning right into Barnstaple from Melthorne to have a better clear vision with less cars parked on the end of Barnstaple Road - the issue of turning left into Barnstaple is not such an issue and I do not believe the lines painted outside number 36 would help.” 7. The second objector stated “ We have never had any concerns regarding obstructive parking on this junction and we are not aware of any accidents occurring due to obstructive parking at this location. The consultation letter has not provided any details explaining what the concerns are about the apparent obstructive parking, which makes it difficult to respond in detail. T he implementation of yellow lines as suggested would create unreasonable constraints on parking for us as occupiers making daily tasks such as bringing shopping into the property very difficult. The only way to reasonably justify these proposed parking restrictions without disproportionality affecting us as elderly residents would be for the Cabinet Member Report – 05 April 2023 Page 3 Part I – Public Council to implement a dropped kerb to the front of our property. Given the reasons above it is clear that should the Council implement such parking restrictions without the suggested reasonable alternative of implementing a drop kerb it would be an irrational decision and unreasonable. We urge you to reconsider these proposals in light of this objection.” 8. The third objector stated “I wish to object. The line length reduction from 10m to 7m outside #36 Melthorne Drive would still enable parking outside #36 - #34 but prevent thoughtless, over the corner, parking which does happen. The extension from 10m to 13m on the west side of Barnstable Road would benefit cars turning into Barnstable Road from Melthorne Drive.” 9. The resident in support of the proposals stated “Parking near to the corner of this junction has caused many difficulties for residents and businesses. I observe on a daily basis building and delivery lorries having great difficulty negotiating turning into or exiting from this junction. Also children going to local schools use this junction when they walk to and from school....I support this proposal wholeheartedly.” 10. The local Ward Councillors have been consulted and all three Councillors have considered the objections and state that in their view, there is in sufficient mandate to support the installation of the proposed waiting restrictions. 11. After careful consideration of comments received from the statutory consultation and the views of the local Ward Councillors , it is recommended that the Cabinet Member agrees to defer the proposed ‘At Any Time’ waiting restrictions on the junction of Barnstaple Road and Melthorne Drive in Appendix B to this report. Financial Implications There are no direct financial implications associated with the recommendations to this report. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities There will be no changes to the current parking arrangements on the junction of Barnstaple Road and Melthorne Drive. Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Cabinet Member Report – 05 April 2023 Page 4 Part I – Public Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation.
