Executive Decision Notice – 11 October 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision The provision of Environmental On -Street Enforcement Officer Services – One Year Extension Reference No. 601 Date of decision Tuesday 11 October 2022 Call-in expiry date 5pm, Tuesday 18 October 2022 Relevant Select Committee Residents’ Services Select Committee Relevant Wards All Decision made Cabinet Members making the decision Councillor Ian Edwards – Leader of the Council Councillor Eddie Lavery – C abinet Member for Residents ’ Services Approved That the Leader of the Council and Cabinet Member for Residents’ Services agree to extend the current contract with APCOA Parking (UK) Limited for the provision of Environmental Enforcement Officer Services to the London Borough of Hillingdon for a one-year period from 16 December 2022 to 15 December 2023 at a cost of £359,912. Reason for decision Following a procurement process carried out in accordance with the Council’s Standing Orders in 2019, APCOA Parking (UK) Ltd (“APCOA”) was awarded the contract to provide Environmental Enforcement Officers (“EEOs”) to undertake on- street and off - street enforcement activities across a variety of Public Space and Street Scene contraventions. The initial contract term was three years, with an optional extension for three further years, at one-year increments. The rationale for an additional one- year extension as opposed to three, is to allow sufficient time for transformation projects across the Council’s Regulatory, Public Protection, Community Safety and Enforcement Services to bed-in and take shape. As part of these transformation workstreams, the Council’s overall enforcement requirements and approach will be reviewed, with potential revisions to existing services resulting. This was not recommended as the existing scheme provides a robust and quick method of enforcement which can be deployed to problem areas instantly. The current scheme also acts as an effective deterrent to those wishing to commit acts of environmental and/or anti-social harm. b) To bring the environmental enforcement service in- house. This concept will be explored and considered as part of the Community Safety, Public Protection and Enforcement service review taking place t hroughout 2022/23.
