Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

Decision Approved
That the Leader of the Council, in consultation with the
Cabinet Member for Community & Environment,
accepted the tender from HAGS for the provision of
maintenance, repairs and inspection of children’s
playgrounds, outdoor gyms, ball courts and skate parks
within the London Borough of Hillingdon for a 3- year
period starting on 17th July 2025 at a value of
£106,206.85
Reason for decision Whilst playgrounds are designed and built to withstand
usual wear and tear, they are subject to high usage and on
occasion, vandalism. To maintain the safe use of play areas
and outdoor gyms it is essential that there is a contract in
place.
The Health and Safety Executive (HSE) places an obligation
on Councils to ensure that p laygrounds are inspected and
maintained and that records of inspections are kept.
Under the Royal Society for the Prevention of Accidents, the
statutory requirements are for local authorities to undertake
weekly r outine inspections (in house) with quarterly
operational inspections and annual inspections carried out
by the contractor.
The contract focuses on regular inspections to reduce injury
risk and planned maintenance to extend equipment life.

HAGS is recommended as the supplier, offering industry
expertise, proactive service, and efficient asset
management.
Alternative options
considered and rejected
The following options have been considered by officers and
subsequently dismissed:
To cease providing the service. This would be in breach of
The Health and Safety Executive (HSE) obligation placed on
councils to ensure that the playgrounds are inspected and
maintained and that a record of inspections is kept. Regular
maintenance helps prolong the lifespan of playground
equipment therefore neglecting maintenance can lead to
faster deterioration.
In house provision has been looked at ; however, using
external contractors has proved to be more cost effective
due to economies of scale and parts supply for repairs.
